"The research and development work for the creation of the Kurganets-25 platform vehicles is not over yet. The development prototypes will be subjected to preliminary and then to state tests. So, concerning the new platform I can say that the Russian Defence Ministry has already ordered a batch of the Kurganets MICV for field trials. If everything goes well, then the vehicles’ full-fledged serial production is planned to be organised in 2017-2018," Bakov said.

TASS - Slovenian Prime Minister Miro Cerar said on Thursday his country was against European Union’s extending sanctions imposed on Russia over Ukraine.

"I don’t think it is time to expand sanctions. We must be flexible, we must see how terms of the agreements reached in Minsk are implemented," said the prime minister as he arrived in Brussels for an EU summit.

He said, however, that the European Union should be well prepared for any scenario, including an expansion and extension of sanctions.

Miro Cerar said his conversations with presidents of EU member countries had demonstrated differences in stances on further sanctions, adding that a compromise must be searched for.

According to Bloomberg, seven EU countries were expected to reject the extension of the Western sanctions against Russia - Cyprus, Greece, Slovakia, Hungary, Austria, Spain and Italy.

Most of the EU’s economic sectoral sanctions against Russia are due to expire in July.

The majority of Brussels experts say that Europe’s sanctions pressure has had no practical influence on the Russian policy in regard to Ukraine and has only increased the anti-European sentiment in Russia.

Sanctions against Russia

Russian officials and companies came under the first batch of Western sanctions, including visa bans and asset freezes, after Russia incorporated Crimea in mid-March 2014 after the February 2014 coup in Ukraine.

Despite Moscow’s repeated statements that the Crimean referendum on secession from Ukraine was in line with the international law and the UN Charter and in conformity with the precedent set by Kosovo’s secession from Serbia in 2008, the West and Kiev have refused to recognize the legality of Crimea’s reunification with Russia.

The West announced new, sectoral, restrictions against Russia on July 31 2014 for 12 months.

In response, Russia imposed on August 6, 2014 a one-year ban on imports of beef, pork, poultry, fish, cheeses, fruit, vegetables and dairy products from Australia, Canada, the European Union, the United States and Norway.

To make a decision on any changes to the sanctions, be it an extension or lifting, all 28 European Union member states must have a full consensus.

At the present moment, at least seven EU countries: Greece, Cyprus, Austria, Italy, Spain, Hungary and Slovakia are against an automatic prolongation of sanctions. France, Luxemburg, Malta and some other states have a moderate stance on the issue. The Baltic States, Sweden and Great Britain are actively seeking that sanctions be extended.

A new Russian UAV is designed with an air cushion that enables operation from rough surfaces. The drone called 'Chirok' (Teal) will be able to operate from uneven surfaces, scattered with stones and obstacles (up to 20cm high), as well as soft sand, high grass, snow-covered or wetland terrain, as well as water surfaces.

United Instrument Corporation (UIC), a branch of the Russian state-owned Rostec corporation is designing an amphibian unmanned aerial vehicle (UAV) that uses an air cushion developed by the Moscow Radio Engineering Research Institute, enabling the drone to operate from rough surfaces. The drone called "Chirok" (Teal) will be able to operate from uneven surfaces, scattered with stones and obstacles (20cm high), as well as soft sand, grass, snow-covered or wetland terrain, as well as water surfaces.

The Chirok will carry payloads up to 300 kg, including guided weapons, intelligence, surveillance and reconnaissance (ISR) payloads or other useful cargo. The drone will have a wingspan of 10 meters, with podded engines mounted overwing. The air cushion skirt is applied at the bottom of the vehicle, generating the lift for takeoff and soft touchdown on landing. The Chirok weighs 750 kg. Flying at a ceiling of up to 18,000 ft Chirok will have a range of 2,500 km. According to its designers the drone can be built with thermal and radar absorbing skin and internal weapons carriage, to reduce its signature.

The company plans to embark on a construction of a prototype following the flight testing of Chirok slated for this summer. Chirok will be displayed at the MAKS, Russian Aviasalon in August. A larger version weighing two tons is currently at the concept phase.

Russia Launches Tactical Sniper Drills in Armenia

Russian reconnaissance troops have started tactical sniper drills in the mountainous areas of Armenia.

Russian reconnaissance units based in Armenia have begun tactical sniper exercises in the remote areas of this South Caucasian country, according to the press service of the Russian Southern Military District.

More than 100 servicemen, including those from a Russian rifle company, are taking part in so-called "sniper duels", the press service said. 

"The sniper drills are being held between two teams carrying different insignia. One of them is acting as a simulated enemy sniper group which is being targeted by the other counter-sniper detachment. During their sniper duels, soldiers improve their ability to pick firing positions, their camouflage skills and their ability to deliver aimed fire with ballistic corrections," the press service added.

The current drills are the final stage of preparation and coordination of sniper pairs stationed at the Russian military base in Armenia.

The exercises come two days after Russia's artillery drills in Armenia, where operators of Grad multiple rocket launchers practiced using their weapons systems in the field.

 

Russia informs Europe about surprise army check

The ongoing surprise check in the Russian Armed Forces is completely transparent and limited to the territory of Russia, Deputy Defense Minister Anatoly Antonov said on Thursday.

"The ongoing and previous surprise checks confirmed that they are absolutely necessary and effectively improve combat readiness of the Armed Forces. Importantly, checks have become part of the Armed Forces routine. They will continue in the future," Antonov said.

He emphasized that the checks were held exclusively on the national territory.

"This is neither clatter of tracks, nor saber rattling nor muscle flexing. We are not acting like certain countries which are boldly demonstrating their strength near the Russian borders by moving their soldiers, armaments and hardware to foreign territories," the deputy minister said.

"Furthermore, they hold marches of Boy Scouts, or, as we call them, pioneers wearing shorts with straps and brightly colored flags," Antonov said.

As soon as Defense Minister Gen. of the Army Sergei Shoigu was ordered to start the surprise check by the Supreme Commander in Chief, a meeting of the top military command was convened and the press was invited.

The minister gave a detailed account of the means, forces and tasks the Armed Forces would carry out during the surprise check and gave instructions to military commanders in the presence of the media.

Journalists are supplied daily with information about the progress of the surprise checks, Antonov said.

"I can only confirm that [Russian President Vladimir] Putin, as commander-in-chief, has said more than once that the practice of both exercises and surprise inspections will continue. These are routine events aimed at further perfecting the Armed Forces of Russia, and this practice has always justified itself," he added.

The live-fire exercises in South Ossetia have nothing to do with the alliance and integration treaty signed between Russia and South Ossetia on March 18, Peskov said.

"These drills cannot stem from the treaty, which was signed yesterday. It is a framework treaty. More specific documents will subsequently be drafted and signed on its basis," he said.

Anti-Russian militaristic hysteria has been snowballing in the West lately. Having noticed the revival of the traditionalist, imperial Russia that the deceitful Western Sodom has been humiliating and insulting for decades, the "free" European and American media filled their reports and pages with alarmist headlines about Moscow's "military preparations."

Should the Russians launch a rocket from the Plesetsk cosmodrome or from a submarine in the Barents Sea, or send its strategic aircraft flying along European borders, countless Western publications explode in accusations of "militarism and imperialism," "nuclear weapons rattling" "intimidation of the international community," and so on and so forth. Meanwhile, important news reports that are directly related to a change in the military-strategic balance of power in Eurasia, often pass unnoticed.

For example, on October 13, 2014, RIA Novosti news agency reported, citing a source at the military-industrial complex of the Russian Federation that Russia decided to launch serial production of air-independent propulsion power plants that would be used for future Project 677 "Lada"submarines."

The message did not receive any attention of the general public. Even military observers paid no proper attention to it. Yet, the news marked a real revolution in the field of military submarine making.

Advantages and disadvantages of underwater hunters

Today, allsubmarines are divided into two groups by the type of power plants: submarines with a nuclear power plant (nuclear reactor) and diesel-electric submarines that move on the surface with the help of a diesel engine, and use battery-powered electric motors when navigating under the water. 

Nuclear submarines appeared in the Soviet Navy in the late 1950s. Thefirst nuclear submarine of Project 627 called the Leninsky Komsomolwas put into operation in 1957. Since then and to this day, nuclear submarines constitute the main striking force of the Russian navy. They carry a wide range of most formidable weapons in the world - from strategic intercontinental missiles and tactical nuclear torpedoes to high-precision long-range cruise missiles - the core of the Russian strategic forces of non-nuclear deterrence.

Nuclear submarines possess a number of outstanding advantages. A nuclear sub can stay under the water for a practically unlimited period of time; it has high underwater speed, impressive submersion depth and an ability to carry a huge number of various weapons and equipment. Modern large displacement nuclear subs can be equipped not only with weapons, but also with highly efficient sonars, systems of communications, electronic reconnaissance and navigation.

At the same time, the main advantage of a nuclear power plant - its power - is the source of the main drawback of nuclear submarines. This drawback is noisiness. The presence of a nuclear reactor (and sometimes two) on board the submarine along with a whole range of other systems and mechanisms (turbines, generators, pumps, refrigeration units, fans, etc.) inevitably produces a variety of frequency oscillations and vibrations. Therefore, a nuclear submarine requires sophisticated technology to reduce the noise level.

Yet, a diesel-electric submarine is almost silent under water. Battery-powered electric motors do not require turbines and other noisy equipment. However, a diesel sub can stay under water for a relatively short period of time - just a few days. In addition, a diesel submarine is slow. The shortage of power, in turn, imposes serious constraints on displacement, weapons, and other key characteristics of diesel-electric submarines. In fact, these subs can hardly be referred to as "underwater" vessels. "Diving" would be a better word as they stay on the surface most of the time on deployment routes. In combat patrol areas, diesel-electric submarines have to ascend regularly and start diesel engines to recharge batteries.

For example, Russia's state-of-the-art diesel-electric submarine of Project 636.3 has only 400 miles of undersea navigation. In addition, the submarine moves under water at the speed of 3 knots, i.e. 5.4 km/h. Thus, such a submarine is unable to pursue an underwater target. The sub relies on intelligence information first and foremost. Hence, the main technique to use diesel-electric submarines in combat action is known as "veil" when submarines are deployed in a line perpendicular to the probable movement of the target, at specific distances from each other. The entire group of submarines receives commands from an external command post, which creates extra telltale factors and reduces the stability of underwater combat groups.

It has long been a dream for many navy engineers to create a submarine with a fundamentally new power plant that would combine the advantages of nuclear and diesel-electric submarines: power and stealth, longer autonomous diving and low noisiness. 

Russian submarines of Project 677 Lada with air-independent power plant will mark a serious breakthrough in this direction. The new submarine will take the Russian undersea fleet to new frontiers.

The Lada sub is not large - their displacement is almost twice as less as that of the famous Varshavyanka. Yet, its arms complex is unusually large. In addition to traditional mine and torpedo weapons (six 533-mm torpedo tubes, 18 torpedoes or mines), Project 667 is the world's first non-nuclear submarine, equipped with specialized launchers for cruise missiles (ten vertical launchers in the middle part of the body). These cruise missiles can be both tactical and long-range missiles designed to destroy strategic targets deep into enemy territory. 

The most important feature of the new Russian submarine is the new air-independent propulsion plant. Without going into details, we would only say that with these power plants a Lada submarine will be submerged for up to 25 days - that is almost ten times longer than of its famous predecessor - Project 636.3 Varshavyanka. To crown it all, the Lada submarine will be even less noisy than the famous "black hole" Varshavyanka, which the Americans dubbed so because it is almost impossible to detect it. 

NATO countries, particularly Germany and Sweden, have long been trying to equip their submarines with such power plants. German shipbuilders have tried to build small submarines equipped with a hybrid power plant since late 1990s. It includes surface speed diesel engine for recharging batteries, silver-zinc batteries for energy-conserving underwater navigation and air-independent propulsion plant  for energy-saving underwater navigation on the base of fuel cells that include tanks with cryogenic oxygen and metal hydride containers (special metal alloy with hydrogen).

The Germans succeeded in increasing the duration of underwater navigation of their submarines to 20 days. Presently, German submarines with air-independent propulsion plants of various modifications are in navy service in Germany, Italy, Portugal, Turkey, Israel, Korea and several other countries.

Swedish group Kockums Submarin Systems began the construction of Gotland class submarines with air-independent propulsion power plants based on the so-called "Stirling engine". Swedish subs can also stay under water for up to 20 days without recharging batteries. Stirling engine submarines currently serve not only in Scandinavia, but also in Australia, Japan, Singapore and Thailand.

However, both German and Swedish submarines pale in comparison with Russian Lada submarines. Project 667 Lada is qualitatively a new generation of submarines. 

Rubin Design Bureau - the main developer of submarines in Russia - designed the Lada to deliver salvo torpedo-missile strikes on marine and stationary ground targets both from torpedo tubes and specialized vertical missile silos. Due to the unique sonar system, the Russian sub has a significantly increased distance for target detection. It can submerge at the depth of 300 meters, develop underwater speed of up to 21 knots and submerged endurance of 45 days. To reduce noisiness, vibration isolators are used along with all-mode propulsion motor with permanent magnets. The hull of the submarine is covered with "Molniya" ("Lightning") material that absorbs sonar signals.

The Russian air-independent propulsion power plant will be a lot more energy conserving than its German analogue with up to 25 days of continuing underwater navigation. At the same time, Lada will be substantially less expensive than the German Project 212\214 sub. 

Before 2020, the Russian Navy expects to receive 14 of new 4th generation submarines. 

"Four to six of such submarines can completely block closed or semi-closed water area as of the Black, Baltic and Caspian Seas. Their advantages are obvious to any naval specialist," Vice-Admiral Viktor Patrushev said in an interview with RIA Novosti in late 2010.

The deployment of two or three groups of Lada submarines can fundamentally change the balance of power not only in the Baltic, Caspian and Black seas, but also in the North, in the Mediterranean water areas and in the Atlantic and the Indian Ocean. In the North, in the Barents Sea, Lada will cover the routes of deployment of Russian strategic missile submarines from any activity that US and NATO forces may show. This will significantly improve the combat stability of the naval component of Russian strategic nuclear forces.

Presently, Russian missile cruisers are mainly on duty under the Arctic ice, where they are virtually inaccessible to enemy action. The Americans can detect, track and attack our submarine only at the stage of its transition to the ​​combat patrol area. The Lada sub is ideally suited to counter US submarines as they hear them at much greater distances.

With regard to the Mediterranean, the Atlantic and the Indian Ocean, the presence of Lada-type submarines in those waters nullifies the American naval power that is primarily based on aircraft carrier strike groups.

Russia's newest Su-30 fighter jets and Su-24 attack bombers are using two NATO ships in the Black Sea to practice penetrating anti-air systems, a source at the Sevastopol naval base told RIA Novosti.

"These ships' crews are doubtlessly conducting exercises in repelling air attacks from our planes, which gives our pilots the opportunity to gain experience in maneuvering and conducting aerial reconnaissance both in the range of anti-air systems and outside their range."

Air defense exercises begin in southern Russia with tactical aircraft - UAV (Caucasian area and Crimea)

Over 2,000 servicemen and 500 units of hardware are involved in field training of air defense units in southern Russia, the Russian Defense Ministry said.

"The field practice will end with a tactical drill. Crews will repel attacks of tactical aircraft,unmanned aerial vehicles (UAV) and precision guidance weapons of a simulated enemy. They will also suppress the enemy's electronic warfare means to accomplish reconnoitering missions," says a report of the Southern Military District seen by Interfax-AVN on Thursday.

The practice will be held at twelve ranges in the Southern, North Caucasus and Crimean federal districts and Russian military bases in Armenia, South Ossetia and Abkhazia until April 10.

The crews will defend the airspace by use of Igla MANPADs, Tunguska missile an
d artillery systems, Shilka air defense artillery systems and S-300V, Strela-10, Tor and Osa air defense missile systems. Radar operators will have to deal with complex situations in the deterrence of massive missile and aircraft attacks of the simulated enemy, the report said.

"The field practice will focus on skills of Igla MANPADs operators. The best crews will participate in the 'Air Defense Master' international army games, to be held at a training center of the Ground Forces Air Defense Troops in the town of Yeisk in the Krasnodar territory in early August," it said.

NATO is using the situation in Ukraine to push closer to Russia's border, according to the Russian deputy defense minister. He says the Alliance's activities have expanded considerably over the past years.

In their push, Anatoly Antonov says Allied forces are ignoring diplomacy. 

"We've noticed that NATO member states are using the situation in southeastern Ukraine as a pretext to discard all diplomatic conventions, tricks and slogans and push forward, closer to the Russian border." 

According to the minister, what NATO is doing is completely out of proportion with what NATO commanders call the build-up of Russian forces on its side of the border in Ukraine. "NATO's activities are many times greater than Russia's." 

However, he added they aren't a threat to Russia's security.

All of this is being done to restrain Russia and punish it for refusing to play along with rules set by the West, according to the official. 

"Instead of uniting forces to fight evil, the worst of which is terrorism, Western nations are drawing new divisive lines, trying to realize containment schemes against unwelcome states. Today, Russia has been chosen as the target." 

He added that NATO currently can’t be considered the pillar of world freedom and security it is cracked up to be. 

All this doesn’t bode well for relations between the US and Russia, Antonov said. 

"Throughout my military and diplomatic career, I haven't seen another period when Russian-American relations have been so difficult."

The activities he was referring to include massive wargames in Eastern Europe and naval exercises in the Black Sea. On Wednesday, warships from the US, Turkey, Italy, Canada and Romania started drills there. 

Another example is the NATO military parade on February 24, held just 300 meters from the Russian border, in the Estonian town of Narva. About 140 pieces of armor and 10 times as many troops, including US soldiers, took part in that event. 

Moscow saw it as a stab in its direction, but Estonia defended its right to host a parade, saying it can move military whichever way it likes on its territory - the same argument used by Russia when accused of military build-up along its borders. 

The US is sending 600 paratroopers to Ukraine by the end of this week. US 173rd Airborne Brigade Commander Colonel Michael Foster announced this at the Center for Strategic and International Studies in Washington, DC on Monday. 

The forces will stay there for six months, with the stated goal of training the Ukrainian National Guard. However, the operation could grow bigger.

"Initially, the plan is to go for six months,” said Colonel Foster. “There have been discussions on how to increase both the duration of that event and the scope, the other things the US can assist with from a military perspective."

The Russian Foreign Ministry spokesman said on Thursday that American troops are already training Ukrainian forces in Kharkov region.

When asked if the training programme will be used to send lethal aid to Ukraine should the US decide to do so, Colonel Foster said a "secondary method" will be used for that. 

The push to give lethal aid to Kiev is sparking concern in Moscow, especially "in light of the rather successful implementation of ceasefire agreements reached on February 12," the Foreign Ministry says.
