Slovenia against EU's extending anti-Russian sanctions - prime minister

Source : http://www.strategic-culture.org

TASS - Slovenian Prime Minister Miro Cerar said on Thursday his country was against European Union’s extending sanctions imposed on Russia over Ukraine.

"I don’t think it is time to expand sanctions. We must be flexible, we must see how terms of the agreements reached in Minsk are implemented," said the prime minister as he arrived in Brussels for an EU summit.

He said, however, that the European Union should be well prepared for any scenario, including an expansion and extension of sanctions.

Miro Cerar said his conversations with presidents of EU member countries had demonstrated differences in stances on further sanctions, adding that a compromise must be searched for.

According to Bloomberg, seven EU countries were expected to reject the extension of the Western sanctions against Russia - Cyprus, Greece, Slovakia, Hungary, Austria, Spain and Italy.

Most of the EU’s economic sectoral sanctions against Russia are due to expire in July.

The majority of Brussels experts say that Europe’s sanctions pressure has had no practical influence on the Russian policy in regard to Ukraine and has only increased the anti-European sentiment in Russia.

Sanctions against Russia

Russian officials and companies came under the first batch of Western sanctions, including visa bans and asset freezes, after Russia incorporated Crimea in mid-March 2014 after the February 2014 coup in Ukraine.

Despite Moscow’s repeated statements that the Crimean referendum on secession from Ukraine was in line with the international law and the UN Charter and in conformity with the precedent set by Kosovo’s secession from Serbia in 2008, the West and Kiev have refused to recognize the legality of Crimea’s reunification with Russia.

The West announced new, sectoral, restrictions against Russia on July 31 2014 for 12 months.

In response, Russia imposed on August 6, 2014 a one-year ban on imports of beef, pork, poultry, fish, cheeses, fruit, vegetables and dairy products from Australia, Canada, the European Union, the United States and Norway.

To make a decision on any changes to the sanctions, be it an extension or lifting, all 28 European Union member states must have a full consensus.

At the present moment, at least seven EU countries: Greece, Cyprus, Austria, Italy, Spain, Hungary and Slovakia are against an automatic prolongation of sanctions. France, Luxemburg, Malta and some other states have a moderate stance on the issue. The Baltic States, Sweden and Great Britain are actively seeking that sanctions be extended.

This Is How Russia Builds new Drone Chiruk

Source : http://russia-insider.com

A new Russian UAV is designed with an air cushion that enables operation from rough surfaces. The drone called 'Chirok' (Teal) will be able to operate from uneven surfaces, scattered with stones and obstacles (up to 20cm high), as well as soft sand, high grass, snow-covered or wetland terrain, as well as water surfaces.

United Instrument Corporation (UIC), a branch of the Russian state-owned Rostec corporation is designing an amphibian unmanned aerial vehicle (UAV) that uses an air cushion developed by the Moscow Radio Engineering Research Institute, enabling the drone to operate from rough surfaces. The drone called "Chirok" (Teal) will be able to operate from uneven surfaces, scattered with stones and obstacles (20cm high), as well as soft sand, grass, snow-covered or wetland terrain, as well as water surfaces.

The Chirok will carry payloads up to 300 kg, including guided weapons, intelligence, surveillance and reconnaissance (ISR) payloads or other useful cargo. The drone will have a wingspan of 10 meters, with podded engines mounted overwing. The air cushion skirt is applied at the bottom of the vehicle, generating the lift for takeoff and soft touchdown on landing. The Chirok weighs 750 kg. Flying at a ceiling of up to 18,000 ft Chirok will have a range of 2,500 km. According to its designers the drone can be built with thermal and radar absorbing skin and internal weapons carriage, to reduce its signature.

The company plans to embark on a construction of a prototype following the flight testing of Chirok slated for this summer. Chirok will be displayed at the MAKS, Russian Aviasalon in August. A larger version weighing two tons is currently at the concept phase.

Russia Launches Tactical Sniper Drills in Armenia

Source : http://sputniknews.com

Russian reconnaissance troops have started tactical sniper drills in the mountainous areas of Armenia.

Russian reconnaissance units based in Armenia have begun tactical sniper exercises in the remote areas of this South Caucasian country, according to the press service of the Russian Southern Military District.

More than 100 servicemen, including those from a Russian rifle company, are taking part in so-called "sniper duels", the press service said.

"The sniper drills are being held between two teams carrying different insignia. One of them is acting as a simulated enemy sniper group which is being targeted by the other counter-sniper detachment. During their sniper duels, soldiers improve their ability to pick firing positions, their camouflage skills and their ability to deliver aimed fire with ballistic corrections," the press service added.

The current drills are the final stage of preparation and coordination of sniper pairs stationed at the Russian military base in Armenia.

The exercises come two days after Russia's artillery drills in Armenia, where operators of Grad multiple rocket launchers practiced using their weapons systems in the field.

Russia informs Europe about surprise army check

Source : http://m.rbth.co.uk

The ongoing surprise check in the Russian Armed Forces is completely transparent and limited to the territory of Russia, Deputy Defense Minister Anatoly Antonov said on Thursday.

"The ongoing and previous surprise checks confirmed that they are absolutely necessary and effectively improve combat readiness of the Armed Forces. Importantly, checks have become part of the Armed Forces routine. They will continue in the future," Antonov said.

He emphasized that the checks were held exclusively on the national territory.

"This is neither clatter of tracks, nor saber rattling nor muscle flexing. We are not acting like certain countries which are boldly demonstrating their strength near the Russian borders by moving their soldiers, armaments and hardware to foreign territories," the deputy minister said.

"Furthermore, they hold marches of Boy Scouts, or, as we call them, pioneers wearing shorts with straps and brightly colored flags," Antonov said.

As soon as Defense Minister Gen. of the Army Sergei Shoigu was ordered to start the surprise check by the Supreme Commander in Chief, a meeting of the top military command was convened and the press was invited.

The minister gave a detailed account of the means, forces and tasks the Armed Forces would carry out during the surprise check and gave instructions to military commanders in the presence of the media.

Journalists are supplied daily with information about the progress of the surprise checks, Antonov said.

The number of servicemen and military hardware involved in the checks does not exceed the limits beyond which Russia is compelled to notify European countries and the OSCE but Russia still posted the notice, the deputy minister said.

Eight facts about Russian combat patrol missions

"We have done that before although we have no international commitments to this effect," he stated.

"Nevertheless, we have made a goodwill gesture and informed all European countries via the OSCE about the beginning of the surprise check and the size of forces it is involving. We will continue to do so," Antonov assured reporters.

Kremlin spokesman Dmitry Peskov has said that surprise exercises will continue in the Russian Armed Forces. "I can only confirm that [Russian President Vladimir] Putin, as commander-in-chief, has said more than once that the practice of both exercises and surprise inspections will continue. These are routine events aimed at further perfecting the Armed Forces of Russia, and this practice has always justified itself," he added.

The live-fire exercises in South Ossetia have nothing to do with the alliance and integration treaty signed between Russia and South Ossetia on March 18, Peskov said.

"These drills cannot stem from the treaty, which was signed yesterday. It is a framework treaty. More specific documents will subsequently be drafted and signed on its basis," he said.

Russia's new 4th generation Lada submarine to nullify USA's naval power

Source : Pravda.Ru

The new Russian submarine, Lada, will end the era of USA's reign at sea. Washington will lose the main instrument of "power projection" to remote regions and may finally lose its global geopolitical role as well.

Anti-Russian militaristic hysteria has been snowballing in the West lately. Having noticed the revival of the traditionalist, imperial Russia that the deceitful Western Sodom has been humiliating and insulting for decades, the "free" European and American media filled their reports and pages with alarmist headlines about Moscow's "military preparations."

Should the Russians launch a rocket from the Plesetsk cosmodrome or from a submarine in the Barents Sea, or send its strategic aircraft flying along European borders, countless Western publications explode in accusations of "militarism and imperialism," "nuclear weapons rattling" "intimidation of the international community," and so on and so forth. Meanwhile, important news reports that are directly related to a change in the military-strategic balance of power in Eurasia, often pass unnoticed.

For example, on October 13, 2014, RIA Novosti news agency reported, citing a source at the military-industrial complex of the Russian Federation that Russia decided to launch serial production of air-independent propulsion power plants that would be used for future Project 677 "Lada"submarines."

The message did not receive any attention of the general public. Even military observers paid no proper attention to it. Yet, the news marked a real revolution in the field of military submarine making.

Advantages and disadvantages of underwater hunters

Today, allsubmarines are divided into two groups by the type of power plants: submarines with a nuclear power plant (nuclear reactor) and diesel-electric submarines that move on the surface with the help of a diesel engine, and use battery-powered electric motors when navigating under the water.

Nuclear submarines appeared in the Soviet Navy in the late 1950s. Thefirst nuclear submarine of Project 627 called the Leninsky Komsomolwas put into operation in 1957. Since then and to this day, nuclear submarines constitute the main striking force of the Russian navy. They carry a wide range of most formidable weapons in the world - from strategic intercontinental missiles and tactical nuclear torpedoes to high-precision long-range cruise missiles - the core of the Russian strategic forces of non-nuclear deterrence.

Nuclear submarines possess a number of outstanding advantages. A nuclear sub can stay under the water for a practically unlimited period of time; it has high underwater speed, impressive submersion depth and an ability to carry a huge number of various weapons and equipment. Modern large displacement nuclear subs can be equipped not only with weapons, but also with highly efficient sonars, systems of communications, electronic reconnaissance and navigation.

At the same time, the main advantage of a nuclear power plant - its power - is the source of the main drawback of nuclear submarines. This drawback is noisiness. The presence of a nuclear reactor (and sometimes two) on board the submarine along with a whole range of other systems and mechanisms (turbines, generators, pumps, refrigeration units, fans, etc.) inevitably produces a variety of frequency oscillations and vibrations. Therefore, a nuclear submarine requires sophisticated technology to reduce the noise level.

Yet, a diesel-electric submarine is almost silent under water. Battery-powered electric motors do not require turbines and other noisy equipment. However, a diesel sub can stay under water for a relatively short period of time - just a few days. In addition, a diesel submarine is slow. The shortage of power, in turn, imposes serious constraints on displacement, weapons, and other key characteristics of diesel-electric submarines. In fact, these subs can hardly be referred to as "underwater" vessels. "Diving" would be a better word as they stay on the surface most of the time on deployment routes. In combat patrol areas, diesel-electric submarines have to ascend regularly and start diesel engines to recharge batteries.

For example, Russia's state-of-the-art diesel-electric submarine of Project 636.3 has only 400 miles of undersea navigation. In addition, the submarine moves under water at the speed of 3 knots, i.e. 5.4 km/h. Thus, such a submarine is unable to pursue an underwater target. The sub relies on intelligence information first and foremost. Hence, the main technique to use diesel-electric submarines in combat action is known as "veil" when submarines are deployed in a line perpendicular to the probable movement of the target, at specific distances from each other. The entire group of submarines receives commands from an external command post, which creates extra telltale factors and reduces the stability of underwater combat groups.

It has long been a dream for many navy engineers to create a submarine with a fundamentally new power plant that would combine the advantages of nuclear and diesel-electric submarines: power and stealth, longer autonomous diving and low noisiness.

Russian submarines of Project 677 Lada with air-independent power plant will mark a serious breakthrough in this direction. The new submarine will take the Russian undersea fleet to new frontiers.

The Lada sub is not large - their displacement is almost twice as less as that of the famous Varshavyanka. Yet, its arms complex is unusually large. In addition to traditional mine and torpedo weapons (six 533-mm torpedo tubes, 18 torpedoes or mines), Project 667 is the world's first non-nuclear submarine, equipped with specialized launchers for cruise missiles (ten vertical launchers in the middle part of the body). These cruise missiles can be both tactical and long-range missiles designed to destroy strategic targets deep into enemy territory.

The most important feature of the new Russian submarine is the new air-independent propulsion plant. Without going into details, we would only say that with these power plants a Lada submarine will be submerged for up to 25 days - that is almost ten times longer than of its famous predecessor - Project 636.3 Varshavyanka. To crown it all, the Lada submarine will be even less noisy than the famous "black hole" Varshavyanka, which the Americans dubbed so because it is almost impossible to detect it.

NATO countries, particularly Germany and Sweden, have long been trying to equip their submarines with such power plants. German shipbuilders have tried to build small submarines equipped with a hybrid power plant since late 1990s. It includes surface speed diesel engine for recharging batteries, silver-zinc batteries for energy-conserving underwater navigation and air-independent propulsion plant  for energy-saving underwater navigation on the base of fuel cells that include tanks with cryogenic oxygen and metal hydride containers (special metal alloy with hydrogen).

The Germans succeeded in increasing the duration of underwater navigation of their submarines to 20 days. Presently, German submarines with air-independent propulsion plants of various modifications are in navy service in Germany, Italy, Portugal, Turkey, Israel, Korea and several other countries.

Swedish group Kockums Submarin Systems began the construction of Gotland class submarines with air-independent propulsion power plants based on the so-called "Stirling engine". Swedish subs can also stay under water for up to 20 days without recharging batteries. Stirling engine submarines currently serve not only in Scandinavia, but also in Australia, Japan, Singapore and Thailand.

However, both German and Swedish submarines pale in comparison with Russian Lada submarines. Project 667 Lada is qualitatively a new generation of submarines.

Rubin Design Bureau - the main developer of submarines in Russia - designed the Lada to deliver salvo torpedo-missile strikes on marine and stationary ground targets both from torpedo tubes and specialized vertical missile silos. Due to the unique sonar system, the Russian sub has a significantly increased distance for target detection. It can submerge at the depth of 300 meters, develop underwater speed of up to 21 knots and submerged endurance of 45 days. To reduce noisiness, vibration isolators are used along with all-mode propulsion motor with permanent magnets. The hull of the submarine is covered with "Molniya" ("Lightning") material that absorbs sonar signals.

The Russian air-independent propulsion power plant will be a lot more energy conserving than its German analogue with up to 25 days of continuing underwater navigation. At the same time, Lada will be substantially less expensive than the German Project 212\214 sub.

Before 2020, the Russian Navy expects to receive 14 of new 4th generation submarines.

"Four to six of such submarines can completely block closed or semi-closed water area as of the Black, Baltic and Caspian Seas. Their advantages are obvious to any naval specialist," Vice-Admiral Viktor Patrushev said in an interview with RIA Novosti in late 2010.

The deployment of two or three groups of Lada submarines can fundamentally change the balance of power not only in the Baltic, Caspian and Black seas, but also in the North, in the Mediterranean water areas and in the Atlantic and the Indian Ocean. In the North, in the Barents Sea, Lada will cover the routes of deployment of Russian strategic missile submarines from any activity that US and NATO forces may show. This will significantly improve the combat stability of the naval component of Russian strategic nuclear forces.

Presently, Russian missile cruisers are mainly on duty under the Arctic ice, where they are virtually inaccessible to enemy action. The Americans can detect, track and attack our submarine only at the stage of its transition to the combat patrol area. The Lada sub is ideally suited to counter US submarines as they hear them at much greater distances.

With regard to the Mediterranean, the Atlantic and the Indian Ocean, the presence of Lada-type submarines in those waters nullifies the American naval power that is primarily based on aircraft carrier strike groups.

Russia’s newest Su-30 multirole jets and Su-24 bombers practiced attack runs on NATO warships in the Black Sea

Source : http://sputniknews.com

Russia's newest Su-30 multirole fighter jets, together with Su-24 attack bombers have been using NATO ships' movements in the Black Sea to practice attack scenarios.

Russia's newest Su-30 fighter jets and Su-24 attack bombers are using two NATO ships in the Black Sea to practice penetrating anti-air systems, a source at the Sevastopol naval base told RIA Novosti.

"These ships' crews are doubtlessly conducting exercises in repelling air attacks from our planes, which gives our pilots the opportunity to gain experience in maneuvering and conducting aerial reconnaissance both in the range of anti-air systems and outside their range."

Other than that, the jets are monitoring the movements on the two ships, the USS Vicksburg missile cruiser and the Turkish TCG Turgutreis frigate, which are located in the southwestern part of the Black Sea. On Tuesday, three Su-30 jets and four Su-24 bombers conducted monitoring flights over these ships from the Novofedorovka air base.

"Our pilots are first of all, tracing the headings of the NATO ships and monitoring the assignments they are performing during their sea voyage."

Russia's Black Sea Fleet began receiving Su-30 jets in 2014, following Crimea's reunification with Russia. The USS Vicksburg is the flagman of the Standing NATO Maritime Group 2.

Air defense exercises begin in southern Russia with tactical aircraft - UAV (Caucasian area and Crimea)

Source : http://m.rbth.co.uk

Over 2,000 servicemen and 500 units of hardware are involved in field training of air defense units in southern Russia, the Russian Defense Ministry said.

"The field practice will end with a tactical drill. Crews will repel attacks of tactical aircraft, unmanned aerial vehicles (UAV) and precision guidance weapons of a simulated enemy. They will also suppress the enemy's electronic warfare means to accomplish reconnoitering missions," says a report of the Southern Military District seen by Interfax-AVN on Thursday.

The practice will be held at twelve ranges in the Southern, North Caucasus and Crimean federal districts and Russian military bases in Armenia, South Ossetia and Abkhazia until April 10.

The crews will defend the airspace by use of Igla MANPADs, Tunguska missile an
d artillery systems, Shilka air defense artillery systems and S-300V, Strela-10, Tor and Osa air defense missile systems. Radar operators will have to deal with complex situations in the deterrence of massive missile and aircraft attacks of the simulated enemy, the report said.

"The field practice will focus on skills of Igla MANPADs operators. The best crews will participate in the 'Air Defense Master' international army games, to be held at a training center of the Ground Forces Air Defense Troops in the town of Yeisk in the Krasnodar territory in early August," it said.

Russian Defense Ministry: "ISIS" militants have already appeared in the area of Afghanistan

Source : http://m.ria.ru/world

MOSCOW, March 5 - RIA Novosti. A Group of terrorist organization "Islamic State" ("ISIS) has already appeared in the area of Afghanistan, they begin to pose a threat to Russian allies in the CSTO, said Thursday in Moscow journalists Deputy Defense Minister Anatoly Antonov.

"We see how the reformatting of various terrorist organizations. We have noticed that in that region there were first of the" Islamic state. "We see how they begin to reap the southern borders of our allies, first of all, the CSTO," - Antonov said.

He noted that it is, first and foremost, about a threat to Tajikistan.

NATO is using Ukraine crisis to rush Russian borders - Defense Ministry

Source :  http://rt.com/news

NATO is using the situation in Ukraine to push closer to Russia's border, according to the Russian deputy defense minister. He says the Alliance's activities have expanded considerably over the past years.

In their push, Anatoly Antonov says Allied forces are ignoring diplomacy.

"We've noticed that NATO member states are using the situation in southeastern Ukraine as a pretext to discard all diplomatic conventions, tricks and slogans and push forward, closer to the Russian border."

According to the minister, what NATO is doing is completely out of proportion with what NATO commanders call the build-up of Russian forces on its side of the border in Ukraine. "NATO's activities are many times greater than Russia's."

However, he added they aren't a threat to Russia's security.

All of this is being done to restrain Russia and punish it for refusing to play along with rules set by the West, according to the official.

"Instead of uniting forces to fight evil, the worst of which is terrorism, Western nations are drawing new divisive lines, trying to realize containment schemes against unwelcome states. Today, Russia has been chosen as the target."

He added that NATO currently can’t be considered the pillar of world freedom and security it is cracked up to be.

All this doesn’t bode well for relations between the US and Russia, Antonov said.

"Throughout my military and diplomatic career, I haven't seen another period when Russian-American relations have been so difficult."

The activities he was referring to include massive wargames in Eastern Europe and naval exercises in the Black Sea. On Wednesday, warships from the US, Turkey, Italy, Canada and Romania started drills there.

Another example is the NATO military parade on February 24, held just 300 meters from the Russian border, in the Estonian town of Narva. About 140 pieces of armor and 10 times as many troops, including US soldiers, took part in that event.

Moscow saw it as a stab in its direction, but Estonia defended its right to host a parade, saying it can move military whichever way it likes on its territory - the same argument used by Russia when accused of military build-up along its borders.

The US is sending 600 paratroopers to Ukraine by the end of this week. US 173rd Airborne Brigade Commander Colonel Michael Foster announced this at the Center for Strategic and International Studies in Washington, DC on Monday.

The forces will stay there for six months, with the stated goal of training the Ukrainian National Guard. However, the operation could grow bigger.

"Initially, the plan is to go for six months,” said Colonel Foster. “There have been discussions on how to increase both the duration of that event and the scope, the other things the US can assist with from a military perspective."

The Russian Foreign Ministry spokesman said on Thursday that American troops are already training Ukrainian forces in Kharkov region.

When asked if the training programme will be used to send lethal aid to Ukraine should the US decide to do so, Colonel Foster said a "secondary method" will be used for that.

The push to give lethal aid to Kiev is sparking concern in Moscow, especially "in light of the rather successful implementation of ceasefire agreements reached on February 12," the Foreign Ministry says.

FSB detained In Crimea one of the participants in the hostage crisis in the Dubrovka theater in 2002

The press service of the Russian FSB border management in the Republic of Crimea reported that agency staff have been identified terrorist who participated in the hostage-taking during the musical "Nord-Ost" in the Dubrovka theater in 2002. Date of detention and other details were not disclosed.

"It was possible to identify terrorists who participated in the hostage-taking during the musical" Nord-Ost "in 2002, and all the while a fugitive from justice" - leads the "Interfax" the press service of the FSB.

October 22, 2002 in the theater on Dubrovka during the musical "Nord-Ost" terrorists were taken hostage more than 900 people. The morning of 26 October, during the storming of the building, according to official figures, killed 130 hostages, terrorists destroyed.

Russian Foreign Ministry calls NATO entry into Black Sea with war ships provocation

Source :  http://militarynews.ru

March 5. Interfax-AVN - Sunset NATO ships in the Black Sea is a provocative idea that will not help resolve the conflict in eastern Ukraine, said Russian Foreign Ministry spokesman Alexander Lukashevich.
"With regard to the approach of ships, I would say this is a very alarming and provocative idea that absolutely does not add stability and confidence in the fact that the peace process will be accelerated in Ukraine", - he told reporters in Moscow on Thursday.
"The complex is - a very unpleasant factor. Military commanders must be aware of the fact that such provocative actions can have serious consequences for the course of the settlement of this conflict," - said Lukashevich, referring to the presence in the Black Sea NATO ships and implications of the conflict in eastern Ukraine.
He stated that "military presence near the regional conflict - it is always a very dangerous maneuver that may well lead to various unpleasant consequences."
"We hope that the US military command is aware that the presence of US warships - this is not a sign that this factor will contribute to a political settlement of the conflict Ukrainian," - said.
He stated that "it is a bit contrary to public statements, which makes administration (USA) in favor of a political settlement of the conflict exclusively in the Ukraine."

NATO cannot be sole guarantor of freedom and security — Russian deputy defense minister

Source :  http://tass.ru/en/world/781154

MOSCOW, March 5. /TASS/. NATO cannot be the sole guarantor of security in the modern world, Russian Deputy Defense Minister Anatoly Antonov said on Thursday.

"Today, NATO should not be the sole guarantor of freedom and security in the world," Antonov told a press conference in TASS.

Some countries now are trying to impose their policy and position on others, the minister said. "Latest events showed how imperfect the world is. The events of 2014 made us take a fresh look at the world," Antonov added.

Some Western countries, including the United States, are attempting to punish Russia for refusing to play by their rules, deputy defense minister went on to say.

"Some countries and even associations, such as the European Union, venture to define who and how should behave themselves on the international arena. If anyone voices another stance, which is different from that of Washington, Brussels and Ottawa, then they try to punish this country," Antonov said.

"This is what is happening in regard to Russia today," the official said.

Antonov also noted that there is "the lack of confidence" between the countries now.

"Without confidence it will be difficult to repair the international security system which has been seriously undermined by the actions of the United States and its allies on the international arena," Antonov said.

Potential of Russia-US relations not exhausted

The potential of Russian-US relations is not exhausted, despite the current difficulties, Russian Deputy Defense Minister said.

"Over my entire diplomatic career I cannot remember when Russian-American relations had been so difficult," Antonov said.

The deputy minister said that "the strategic arms reduction treaty is implemented successfully." "We continue to fulfil our obligations. All the inspection procedures pass normally. We have regular communication," he said.

"This testifies to the fact that the potential of Russian-American relations is not exhausted yet," Antonov added.

The security in Europe is being affected by the conflict in eastern Ukraine, Russian Deputy Defense Minister Anatoly Antonov said.

"Of course, the security on the European continent is hurt due to what is happening in Ukraine," Antonov told a new conference.

Speaking on the ways of strengthening the European security, Antonov said Russia is in touch with its European partners and may discuss this issue at the security conference due to be held in Moscow in mid-April.

"I am very glad that even after the crisis, we have preserved the mechanisms of a dialogue. The mechanisms are in force in Vienna. It is important that we keep the dialogue," he said.

The Ukrainian conflict, which has already killed more than 6,000 people, is the worst standoff in Europe since the end of the cold war. The ways out of the crisis were outlined in the February 12 Minsk agreements.

The accords reached by the Normandy Four leaders in the Belarusian capital included ceasefire from February 15, the pullback of heavy armaments, and a constitutional reform that would take into account the legitimate rights of the Donbas population.

Russia’s Defense Ministry has invited all NATO member states and NATO leadership to attend a security conference that will be held in Moscow in mid-April, the minister told the press conference.

"We have invited all NATO member states, including the alliance’s leadership," Antonov said.

Some countries have confirmed their participation in the security conference in Moscow, however the names of the participants would be known later, he added.

Russian shipbuilders are increasingly oriented toward military

Source : http://topwar.ru

Shipbuilding in Russia more and more focused on military orders. Despite the fact that the civil courts were built more than 80% of revenue shipyards brought warships, reports Kommersant.

"In 2014, the volume of orders made by the Russian shipbuilders, fell by 41% to 177 vessels. Number of built ships decreased in both the civilian and military sector - 112 yards passed the civil courts (63% of the total portfolio) and 65 warships in 2013, these figures were at the level of 170 (56%) and 131 of the vessel, respectively. But in terms of money market decreased relative to the 2013 level by only 3%, to 219.9 billion. Rubles. ", - The newspaper these agencies« Infoline-Analytics ".

This is due to military orders, which accounted for about 80% (177.7 billion. Rub.) Of the total portfolio. "For example, last year Severodvinsk" Sevmash "passed two nuclear submarines total value of 61 billion. Rub., While the cost of the executed civil orders fell by 26.5% to 44.1 billion. Rubles." - Writes "Kommersant" .

This year, the trend growth of the share of military orders is maintained. According to the head «Infoline-Analysts' Mikhail Burmistrov, in 2015 cost the volume of civil order will be reduced to 15%.

"With a sharp rise in interest rates on loans and leases and stagnation in industry volumes in demand for ships in the Russian customers will be reduced," - he said and stressed that "the decline in oil prices and sanctions are fraught transfer projects on the shelf and threaten construction on Russian shipyards tanker fleet supply vessels and platforms. "

With this number of shipbuilders agreed, noting that "the prospect of a full-fledged launch of" super shipyard "" Star "in the Far East (the project of" Rosneft ", USC and GPB) in 2018 looks very hazy with the protracted construction and unformed order book."

"There are problems with the construction of offshore equipment in Astrakhan" Rosshelf. " For example, in 2014 the platform LSP-1, commissioned by LUKOIL, has been bred in the sea is not in the final stages of completion and is now being completed on a rotational basis, "- said the source of the newspaper.

"As a result, - said the source" b "- the industry's largest shipyard (" Sevmash "," Severnaya Verf "," Admiralty Shipyards "et al.), Traditionally focused on defense procurement, continue to give him the most attention." And other facilities capable of performing civil orders until established.

"Civil direction more likely to develop in the framework of the largest shipyards do not like Oka Shipyard," - said one of the sources. Another interviewee said: "Now, in the absence of competence for the construction of complex offshore and civil engineering, it is clear that it will continue to orders to go to overseas, primarily Korean shipyards, and real, not prerequisites for the planned turnaround yet."

The sources added that a decline in defense spending can be reduced and the military orders. On re-Navy until 2020 is planned to allocate 4.7 trillion. rub. First of all funds should go for the purchase of new models of ships (surface and subsurface), as well as repairs and upgrades.

"But in the case may intervene unstable economic situation: under the state program for the 2017 line has moved more than 500 billion. Rub., And this practice will be used in the future" - said the source "b" in the government.

In addition, Deputy Defense Minister Yuri Borisov said in 2013 that "the Navy needs ships with a service life of 30 and 50 years, can take five or six upgrades." Thus, "the military will tend to move away from the practice of procurement of a large number of ships, and this position remains unchanged in the Defense Ministry," - the newspaper concludes

Russian Military Unveils Revolutionary Electronic Warfare System

Source : http://sputniknews.com

Russia's new Richag-AV radar and sonar jamming system can be mounted on helicopters, ships and other military equipment to jam potential adversaries' weapons systems from distances of several hundred kilometers away; it has been hailed by developers as having no analogue anywhere in the world.

At a presentation for journalists in Kazan on Wednesday, Russian radio-electronics firm Radio-Electronic Technologies Concern (KRET) announced that it is handing over the first batch of a new helicopter-mounted electronic warfare system known as the 'Richag-AV' to the armed forces.

The Richag-AV system, mounted on the Mi-8MTPR1 (a variant of the Mi-8MTB5-1 helicopter) is said to have no global equivalent. Its electronic countermeasures system is designed to jam radar, sonar and other detection systems in the aims of defending aircraft, helicopters, drones, ground and naval forces against air-to-air and surface-to-air defense systems within a radius of several hundred kilometers. It can be mounted on units from any branch of the armed forces, including helicopters and airplanes, as well as ground and ship-based forces.

The Mi8-MTPR1-based Richag-AV platform, using multi-beam antenna arrays with DRFM technology, is designed to actively jam and thus 'blind' radar systems in order to defend against radio-electronic guided weapons systems. In a combat situation, the system would operate as part of an aviation shock attack group aimed at breaking through virtually any defense system, blinding everything up to and including the US MIM-104 'Patriot' anti-aircraft missile system.

Rossiyskaya Gazeta explained that in addition to working as a signal jamming system, Richag-AV is capable of carrying out radar-based intelligence gathering, which involves the finding of foreign sources of electromagnetic radiation. With an onboard database on different types of military installations, the system is capable of quickly determining the type of target, thus allowing it to jam it effectively.

Reporters in Kazan were informed that the Russian armed forces received three Mi-8MTPR-1 helicopters equipped with the Richag-Av on Wednesday, and will receive a total of 18 such systems by October 2016, at a total cost of 11.5 billion rubles ($186 million).

The system's predecessor, the 'Smalta' jamming system, was developed back in the 1970s, and featured a 100 km radius; in its own time the system was considered among the most effective in the world. Alongside the Richag-AV, the Russian military is presently being equipped with other electronic warfare systems, including the L-175B Hibini air and 1L269 Krasuha-2 and 1L267 Moskva-1 ground-based electronic warfare systems.

KRET is Russia's largest radio-electronic industrial holding; it was created in 2009. The company is involved in the development and production of radio-electronic equipment in the civil and military aviation sphere, as well as air-based radar systems, electronic warfare systems, and a variety of precision instrumentation.

Russia has no plans to offer foreign partners armored vehicles on the latest platform of "Armata", said on Monday the deputy general director of "Rosoboronexport" Sergei Goreslavsky.

"While the question of" Armata "and the presentation of its technology for the foreign market does not go. This is the latest technology that we are ready to use in our domestic interests. This is the case when we do not give the latest technology, "- said Goreslavsky the radio station" Echo of Moscow ".

We recall some time ago it became known that the new Russian tank "Armata" will get a fifth-generation radio communication.

"The combined instrument-corporation" (included in Rostec) developed a unified software and hardware (UPTK), which will be equipped, including a new generation of tanks "Armata"; The complex includes a fifth-generation radio communication, said Monday Corporation.

"The system allows the technique to solve the majority of problems in an automated mode with minimal crew and integrates every fighting machine into a single system tactical control ... The structure consists of radio communication UPTK fifth-generation developed by Concern" Constellation ", in particular, automation and control, navigation equipment" - said in a statement.

According to the developers, the complex implemented "a complete set of functions required of modern tanks." Its use allows you to "automate most of the process and minimize the participation of the crew." The complex is uniform and in the future will be installed not only in tanks and other military equipment.

Russian nuclear-powered destroyer to have striking power of cruiser - Navy commander

Source : http://www.strategic-culture.org

TASS - Nuclear-powered destroyers built in Russia will have the striking power of a cruiser, Commander-in-Chief of the Russian Navy Admiral Viktor Chirkov told journalists on Monday.

Their deadweight will considerably surpass the parameters of its predecessors, Chirkov added.

"This destroyer will have a considerably greater deadweight that its predecessors of Project 956. The striking power of the new destroyer will be comparable to the striking power of a cruiser. The latest achievements of Russian military-industrial complex in the sphere of automatized control will be implemented in the project of the new destroyer," Chirkov said.

The project of the new destroyer, codenamed Leader, is under development at the Northern Design Bureau in St. Petersburg. It was reported earlier that the deadweight of the destroyer may be from 10,000 to 15,000 tons (of Project 956 destroyers - up to 8,000). The destroyer may get Caliber and Onyx cruise missiles, or their variations, along with the marine version of the S-500 anti-aircraft missile system. According to TASS sources, the fleet plans to receive 12 destroyers of the new type. A source in the military-industrial complex told TASS that the fist destroyer of this project can be expected no earlier than in 2023-2025.

Sergei Lavrov: U.S. actions in missile defense sabotage prospects of 'nuclear zero' achievement

Source : http://rbth.co.uk

The unilateral actions carried out by the United States in the sphere of missile defense sabotage strategic stability, Russian Foreign Minister Sergei Lavrov said.

"A whole number of factors now influence strategic parity. Among them are the unilateral actions taken by the U.S. and their allies in the sphere of missile defense, which have already had a destructive effect on strategic stability, essentially sabotaging the prospects of achieving 'nuclear zero', a goal that, as I understand, many people who are present in this room share," Lavrov said at a disarmament conference in Geneva on Monday.

"We can't ignore the fact that many types of high-precision weapons by their capabilities are now close to weapons of mass destruction, and by giving up or sharply reducing nuclear potential will give countries at the forefront of creation and production of high-precision systems a clear military advantage, which may also disrupt parity and cause destabilization," Lavrov said.

Russia is concerned about the presence of United States' nuclear weapons in Europe and the involvement of NATO non-nuclear countries in the training of the use of nuclear weapons, minister said.

"U.S. nuclear weapons capable of reaching Russian territory remain operatively deployed in Europe. The U.S. weapons are being modernized, moreover, some European 'non-nuclear' members of NATO are actively involved in the so-called 'joint nuclear missions'," Lavrov said.

"The joint training of the use of nuclear weapons involving NATO 'non-nuclear countries' supported by decisions of the NATO summit held in Wales last year is violating the first two fundamental articles of the Nuclear Non-Proliferation Treaty (NPT)," the minister stated.

"Russia adheres to nuclear disarmament. That is clearly confirmed by the strict observance of the Russian-U.S. New START Treaty. Our priority is to reach the delivery vehicle and warhead levels envisaged by the Treaty by 2018," Lavrov said.

Moscow is concerned about uncertain prospects of a conference dedicated to a zone free from nuclear and other weapons of mass destruction in the Middle East, minister Lavrov said.

"The efforts of many countries, among them Russia, gave hope for a reasonable package [of documents] regarding the agenda and procedure of the forum. Yet the attempt to hold this important event on time failed," the minister said.

"The task of launching negotiations on the WMD-free zone remains a primary item on the global agenda," Lavrov said.

"We think it is important to carry on the dialogue involving all regional countries for the soonest convocation of the conference," the minister said.

The minister welcomed the expansion of nuclear-free zones.

"A protocol to the Central Asia nuclear-free zone agreement signed by the Five [P5] last year was an important contribution to the process. Russia is also ready to sign a protocol to the Bangkok treaty on the nuclear-free zone in Southeast Asia," the Russian minister said.

MOSCOW, February 27 - RIA Novosti. Nuclear submarine (NPS) "Archangel" Project 885 "Ash" and diesel-electric submarine (SSK) "Great Luke" Project 677 "Lada" lay on March 19 - the Day of Submariner, told RIA Novosti on Friday, a senior official of the Military Industrial Commission.

"Archangel" is the fifth submarine Project 885 "Ash". Currently, the Russian Navy submarine is one of this type - "Severodvinsk", three more are under construction, but only up to 2020 is planned to lay the seven "clear." Housing SSK "Great Luke" is the third project 677 "Lada" and was founded in 2006 under the name "Sevastopol", but the former Navy Commander Vladimir Vysotsky has suspended development of this project to address the shortcomings of the submarine noise isolation.

"On the day of the diver on the" Sevmash "(Severodvinsk) will provide the fifth submarine Project 885" Ash ", which will be named" Archangel. "On the same day in St. Petersburg is planned to re-pledge boat Project 677" Lada ", which previously was called" Sevastopol. Russia’s United Aircraft approved plan to produce two aerial refuelling tankers, based on the Ilyushin Il-96

Source : http://www.flightglobal.com

Russia’s United Aircraft has approved a plan to produce two aerial refuelling tankers, based on the Ilyushin Il-96, for the country’s armed forces.

The aircraft is being designated as the Il-96-400TZ, signalling its derivation from the -400T freighter variant.

Voronezh-based airframer VASO built only a small number of the freighters, initially intending delivery toAeroflot but subsequently handing the aircraft to cargo carrier Polet.

Russia's defence ministry states that it has agreed to acquire two Il-96-400TZs under a contract with United Aircraft. It says the aircraft will be able to transport over 65t of fuel across a range of 1,900nm (3,500km).

The Il-96 will be equipped with the Zvezda UPAZ-1 aerial refuelling system, which has been previously proven on the Il-78 tanker flown by the Russian air force.

United Aircraft says it has approved a state contract to build and deliver the two aircraft.

In a previous board meeting, held earlier this month, the company said it had reached an agreement with lessor Ilyushin Finance covering the purchase of a single Il-96-400T formerly used by Polet.

Su-34 Fullback, also known as Su-27IB or export code name Su-32, by OKB Suhogo/Sukhoi

Source : http://su-27flanker.com

The Su-34 Fullback, also known as Su-27IB or export code name Su-32, was developed by OKB Suhogo/Sukhoi Joint Stock Company. Russian Air Force ordered in first rate 32 jets in 2008., and later place order for 92 jets in 2012.

Russian Air Force received first two Su-34 in December 2006.

Serial production started in January 2008. Until today (February 2015), Russian Air Force received 65 multi role fighter jets Su-34 Fullbacks, and will not stop on that number.Russian Air Force are in modernization status. Few more years will use Su-24 Fencer as main jet for this role, but plan is that Su-34 take Fencers place here.

Su-34 is a two seater and designed primarily for tactical deployment against ground and naval targets, on solo and group missions in daytime and at night, under favorable and adverse weather conditions and in a hostile environment with counter-fire and EW counter-measures deployed, as well as for air reconnaissance. Because it is based on the Su-27 family, it can also carry out air-to-air missions (interception/air superiority/dogfight), as a secondary role.

The Su-34 replaces for Tu-23M and Su-24 aircraft. Su-34 is one of a number of Russian aircraft, Su-30, Su-33 and Su-35, which are based and developed from the Su-27 Flanker.

The Su-34 design retains the basic layout and construction of the Su-27 airframe, with a conventional high-wing configuration and a substantial part of the onboard equipment. The Su-34 has a changed contour of the nose section to accommodate an advanced multi-mode phased array radar with terrain following and terrain avoidance modes. It has a two-seat rather than single-seat cockpit. The capacity of the internal fuel tanks has been increased with a resulting increased take-off weight. Changes have been made to the central tail boom for a rear-facing radar.

The Su-34’s most distinctive feature is the unusually large flight deck. Much of the design work went into crew comfort. The two crew members sit side by side in a large cabin, with the pilot-commander to the left and navigator/operator of weapons to the right in NPP Zvezda K-36dm ejection seats. An advantage of the side by side cockpit is that duplicate instruments are not required for each pilot. Since long missions require comfort, the pressurization system allows operation up to 10,000 metres (32,800 ft) without oxygen masks, which are available for emergencies and combat situations. The crew members have room to stand and move about the cabin during long missions. The space between the seats allows them to lie down in the corridor, if necessary.A toilet and a galley are located behind the crew seats.Entrance into the cockpit is from below, using a ladder attached to the nose landing gear and a hatch in the cockpit floor. The cockpit is a continuous capsule of armour.

Maximum detection major range for the forward radar is 200–250 km (to review the rear another, aft-mounted, radar is used). The main radar can simultaneously attack the 4 targets (in the air, on land or on the water). The rear warning radar system can warn of attack from behind and it can also attack from behind, without turning the aircraft. Radar defence the rear as claimed unofficially this N-012 radar.

NATO frightened revival of the armed forces

Russia ceased to be regarded as a full-fledged contender, relegating her role backward "gas station" on the snowy expanses of the Eurasian continent. On-bending science, industry stalled and collapsed army, unable to effectively carry out their tasks even in the FSU. Without serious minded and allies in the geopolitical arena. In those days of February Russian armed forces have demonstrated a willingness to act in a completely new format. In the coming years Russia plans to reconstruct and build around these parts 13 airfields and 10 radar technical points troops Aerospace Defense to establish a continuous radar field over the Arctic.

To date, Russia - one of only two countries in the world, engaged in an extensive program to modernize the naval strategic nuclear forces. Over the past five years on arms adopted a new ballistic missile (R-30 "Bulava") and its carriers - Ballistic missile submarine pr. 955 (code "Northwind"). In the photo - K-550 "Alexander Nevsky", the second ship in a planned series of eight nuclear submarines of the new generation.

Latest news Fleet in November 2014. went to sea trials head frigate pr. 22350 "Admiral Gorshkov". The long-awaited first-born - the first surface warships ocean area, built for the Navy for the past 15 years.

The-horizon radar missile warning of "Voronezh". In the period from 2005 to Present on combat duty have taken up four such facilities located in Sec. Lekhtusi (Leningrad region.), Armavir (Krasnodar region), p. Dunaevka (Kaliningrad region). And of Sibirskoye (Irkutsk region.). In the coming years will be built five "Voronezh" + two radar stations to replace the existing type "DTV".

The modular design allows you to build a huge radar early warning system in just 12-18 months. (Construction and commissioning of such facilities in the Soviet Union took from 5 to 9 years). A phased array antenna area of tens of thousands of square meters allows us to distinguish objects in near-Earth space at a distance of 6000 km. One radar station located in the Leningrad region, is able to control the space sector from Morocco to Spitzbergen and the east coast of the United States.

In 2014, production of combat aircraft in Russia exceeded the production of aircraft in the United States and close to the Soviet Union in terms of arr. 1980s. In just the past year, the Russian Air Force received 108 aircraft for various purposes, except for rotary-wing aircraft.

The launch of the new generation carrier "Angara". In 2014, under the flight tests were made two successful launches of the family "Angara" from Plesetsk: July 9 - the easy option Angara-1.2pp; December 23 - a heavy version of the Angara-A5.

So, there are facts. Over the past few years, Russia has made a tremendous leap in military technology. Two types of nuclear-powered icebreakers. The new solid-fuel SLBM "Bulava" (summer!). Fifth generation fighter aircraft (flying too). Promising tank based on heavy tracked unified platform "Armata" (forthcoming). Family looking launchers (without any "but"). First place in the world in the number of space launches produced (stable). And also: outfit "future soldier" - "Warrior". The family of cruise missiles "Caliber" (RCC seceding from supersonic warhead to a range of up CBRC 2500 km). Operational-tactical missile complex "Iskander-M" (2 minutes flight to Warsaw, Marine, NATO did not have time to brush your teeth). Solid rocket complexes mobile home - "Topol-M" and "yars" (here carefully: Who fired the first shot - to die a second). Continuously evolving S-300 (successfully!) ...

Even this modest list of existing and future projects gives every reason to believe that this is a first-class power with one of the best armies in the world. Modern Russia is not only not lost, but even increase its former scientific and technological wealth of the USSR.

Lag in certain selected areas entirely offset by existing realities: one modern ship is a whole squadron, built in the second half of the twentieth century (as in material terms, and in terms of combat capabilities). The same is true for aircraft and any others. Modern technology.

Cyprus signs deal allowing Russian navy to use port of Limassol

Russia and Cyprus renewed a defence co-operation agreement on 25 February that permits Russian warships to use Cypriot ports.

The agreement provides a solid legal basis for the Russian ships already making stops at the Cypriot port of Limassol. During his visit to Moscow, Cypriot president Nicos Anastasiades further revealed that the two countries were discussing the possibility of Russia using an airbase in Cyprus, for “humanitarian relief missions”.

Accompanying the defence agreement were eight other bilateral agreements intended to reinforce co-operation on the economy, in energy, and in mutual promotion of investments. According to media reports, the Russian parliament also agreed as a part of the deal to a crucial postponement to 2021 of the repayment of EUR2.5 billion owed by Cyprus and due in 2016.

President Putin pledges to do everything to bring Nemtsov killers to justice

Source : English.news.cn

MOSCOW, Feb. 28 (Xinhua) -- Russian President Vladimir Putin pledged Saturday to do everything to bring to justice those responsible for the death of Russian opposition leader Boris Nemtsov who was shot dead at about midnight in downtown Moscow.

"We will do everything to ensure that the perpetrators of this foul and cynical crime and those who stand behind them are properly punished," Putin said in a message of condolences to Nemtsov's mother, Dina Eidman.

"Boris Nemtsov has left his mark in the history of Russia, in its political and public life. He occupied significant posts in a difficult time of transition in this country. He always openly and honestly voiced and upheld his views," the president added.

The Russian Investigative Committee has launched a comprehensive investigation into the incident, which are pursuing several lines, including the possibility of an attempt to destabilize the political situation in Russia, the internal situation in Ukraine and possible connections with Nemtsov's business activities or personal animosity.

"For now, the investigation is analyzing several theories, including murder as an act of provocation to destabilize the political situation in the country, and Nemtsov's personality could have been a kind of sacrifice for those who stop at nothing to attain their political ends," Vladimir Markin, spokesman of the committee, was quoted as saying by the Interfax news agency.

Noting that Nemtsov had reportedly received threats due to his position on the killing of Charlie Hebdo journalists in Paris in January, Markin said the possibility of Islamic extremist involvement is also being analyzed.

Earlier in the day, Russian Prime Minister Dmitry Medvedev said he was shocked by the assault, adding that "this is a personal tragedy for his relatives and friends and a great loss for our society."

On Saturday afternoon, crowds of people, some with flowers in their hands, flocked to the site of the attack to mourn the death of the former Russian Deputy Prime Minister.

According to preliminary investigation, Nemtsov was hit by four shots and six shell casings have been found at the site.

Cypriot President Comes to Moscow: Russia’s Growing Presence in Mediterranean

Source :  http://www.strategic-culture.org

On February 25, Russia and Cyprus signed an agreement on military-technical cooperation during the Cypriot President Nicos Anastasiades’ official visit to Russia. In particular, it envisages the use of airports and seaports of the Republic by Russian warplanes and warships in humanitarian operations and emergencies, as well as anti-terrorist operations.

The Russian Air Force will use the air base Andreas Papandreou, along with the international airport of Paphos in the southwest of the island. The Russian Navy will be able to permanently use the base of Limassol, the port bordering on the British air base of Akrotiri, which serves NATO operations and is also an important hub in the electronic military surveillance system of the alliance. Limasol has already hosted Russian warships starting from 2013, including those participating in the operation to eliminate Syrian chemical weapons and taking part in the Aden Gulf mission off the coast of Somalia. Now the port calls will be made on regular basis according to legally established procedures.

The military agreement is of special importance as sea bed gas deposits have been recently discovered in the eastern Mediterranean. Russia is to take part in the exploration and production process. Israel (which has flatly refused to joint anti-Russia sanctions), Lebanon, Cyprus, Turkey and Syria are all interested in the project and have corresponding security concerns to address.

For Russia, this is just the latest news of a budding military alliance. Over the year, Russia has been increasing its military cooperation with non-NATO members, including China, India, North Korea and Iran. But the Mediterranean region has acquired special importance recently.

On February 3, Greece’s Defence Minister and outspoken “Eurosceptic” Panos Kammenos announced that he was invited to Moscow to meet his Russian counterpart Sergei Shoigu in the near future with the concrete date to be fixed soon. Greece is a NATO member, an organization that perceives Russia as a potential threat. Still, Athens and Moscow appear to be on the way to forming an alliance. On Feb.3, Kammenos met with the Russian Ambassador to Greece. “The discussion with the ambassador of Russia, Mr. Maslov, was also about the pending agreements between the Ministries of National Defence of Greece and Russia, the capabilities of a strategic cooperation, the organisation of the year of Greek-Russian friendship in 2016 which will take place in Greece and in Russia. I received an invitation by Russia’s Minister of Defence to visit Moscow within the next period of time,” Kammenos wrote on the Ministry of Defense website. The new Greek government has on occasion been openly critical of both the EU and NATO. Greece has come under harsh criticism from some European partners over its stance towards Russia at a time of escalating tension over Ukraine.

On February 10, Russia and Egypt signed several agreements to reinforce military and economic ties. The agreements capped a two-day visit by Russian President Vladimir Putin.

The use of naval faculty, most probably in Alexandria, by Russian ships is an issue on the agenda. Russian Foreign Minister Sergey Lavrov mentioned such a possibility in his interview to Russian newspaper Rossiyskaya Gazeta.

As the Libya’s branch of the self-proclaimed Islamic State beheaded Egyptians in mid-February, Russia’s President Vladimir Putin sent a message of condolence to his Egyptian counterpart and reiterated that “Russia is ready for the closest cooperation with Egypt in fighting all forms of terrorist threat”. Vitaly Churkin, permanent representative of Russia in the U.N. Security Council, doesn’t exclude Russia’s participation in the international coalition in Libya. (3) Russian Foreign Minister Sergey Lavrov in a telephone conversation with his Egyptian counterpart Sameh Shoukry on February 16 confirmed Moscow’s readiness to act in concert with Cairo in the issues of counteracting terrorism threat.

Thus the possibility of Russia’s involvement in the international efforts to counter the radical organization is no longer ephemeral, but a real one. The Islamic State-connected forces in Libya have intensified their activities recently. The group has its people among boat refugees going to Italian shore (just 350 km to cross). It’s not without reason this country calls for an international effort to intervene in Libya.

Italian PM Matteo Renzi will visit Moscow in early March. Russia’s joining the international coalition against the Islamic State is on the agenda. Italy wants Russia to take part. The EU-imposed anti-Russia sanctions are hardly timely and helpful for the dialogue on the hot issue.

In theory Russia’s contribution could be of great value without exaggeration. Moscow could provide intelligence information and personnel training and arms supplies, especially as the internationally recognized Libyan government asked the UN for military aid. Russia has a group of ships in the Mediterranean which could carry out the mission of patrolling the Libyan shore to prevent illegal weapons supplies to terrorists.

There is something very important Russia has already done in concrete terms. On February 12, the UN Security Council adopted Resolution 2199 on curbing the revenues that terrorist groups in Syria and Iraq are getting from trade in oil and oil products. The document includes provisions aimed at curbing other sources of terrorist incomes, including the smuggling of precious metals, antiquities and cultural values from Iraq and Syria. The draft resolution was initiated by the Russian Federation and was co-sponsored by over 50 states. Russia hopes that all members of the international community will strictly abide by the provisions of the resolution with the international cooperation carried out on the basis of international legal standards.

The visit of Cypriot President has proven again that the affirmations about Russia being internationally isolated hold no water - it’s nothing but idle talk. To the contrary, Russia’s foreign policy has achieved important successes recently, take President Putin’s visit to Hungary of February 16-17 or the visit to Egypt on February 9-10, to name a few. Russia has a very important role to play in providing security in the Mediterranean and the Middle East. Anyone who is impartial can see that the situation creep makes its role ever more critical for tackling the burning problems of the region spreading to Europe and involving the USA. This is the time for intensive and constructive dialogue, not sanctions war.

Putin Warns Kiev Against Blaming Territory Losses in Donbas on Russia

Source :  http://sputniknews.com

MOSCOW (Sputnik) — Russian President Vladimir Putin cautioned the Ukrainian government on Monday against laying the blame for its military defeats in southeastern Ukraine on Russia's doorstep.

"It is extremely bad that they are both trying to justify their defeat and blame Russia for it. But the worst thing is that they are trying to take a stand-off between Ukraine and Russia to a higher level," Putin said in a televised show.

This comment comes amid increased accusations from Kiev, and also from the West, that Russia has been aiding militias in Ukraine' southeast to make territorial gains, specifically around a strategic rail hub of Debaltseve. The town was a hotly contested area for days before armed forces there encircled and trapped Ukrainian troops last week.

Russian President also said he believed that the conflict in southeastern Ukraine would gradually de-escalate once the warring parties there committed themselves to the Minsk peace plan.

"If Minsk accords are implemented, I believe that the situation [in Ukraine] will gradually normalize," Putin said.

He stressed that Europe and Russia were equally interested in a peaceful resolution of the Ukrainian crisis.

"No one needs a conflict on the edge of Europe, especially an armed one," Putin added.

He noted that there was no need for a third round of Minsk talks on Ukrainian peace yet, and urged to focus on implementation of the February 12 ceasefire deal.

"There is no need for this yet – for any urgent measures to be taken – because these Minsk agreements, they are not just a document that was outlined by four negotiators in the Minsk process, meaning Ukraine, Russia, France and Germany, they are enshrined in a UN Security Council resolution and have become an act of international law that has been effectively endorsed by the entire international community," the president said.

The Minsk accords were agreed on in Belarus earlier this month. According to a 13-point peace plan, the warring parties in eastern Ukraine agreed to cease fire and pull heavy artillery out of the firing distance to create a wide buffer zone. Both sides have since accused each other of breaching the truce.

Rosoboronexport: Russia to fulfill $15 bln weapons export plan in 2015 despite sanctions

Source : http://tass.ru/en/russia/779117

ABU DHABI, February 22. /TASS/. Russia will fulfill its weapons export plan worth about $15 billion this year, despite western sanctions, state-run arms trader Rosoboronexport Chief Anatoly Isaikin said on Sunday

"The plan for the export of armaments worth about $15 billion this year will undoubtedly be fulfilled," Isaikin said at the IDEX-2015 International Defense Exhibition in Abu Dhabi.

"We outperformed our planned indicators under the program of military output deliveries last year and we’ll fulfill this year’s program as well," he said.

Russian President Vladimir Putin earlier said Russia had exported military hardware worth over $15 billion in 2014. He added that Russia had signed new contracts worth almost $14 billion.

Russia’s armaments exports in 2013 hit a record $15.7 billion in 2013 while new contracts worth $18 billion were added to its portfolio of orders.

The Russian exposition at the IDEX-2015 exhibition was organized by state-run hi-tech corporation Rostec.

Russian defense companies that are part of Rostec have brought over 700 exhibits to the Abu Dhabi defense show, including a full-scale specimen of the Khrizantema self-propelled anti-tank system and the export version of the Ratnik "future soldier" individual combat gear, which will be featured for the first time at the IDEX-2015 defense exhibition.

Other plans

Russia’s biggest arms trader, Rosoboronexport, said on Sunday it plans to increase considerably its portfolio of orders thanks to clients in the Middle East in the next three to five years.

"In the next three to five years, if we exert proper effort, we will supplement considerably our portfolio of orders in the United Arab Emirates and countries of this region," Sergei Goreslavsky, Rosoboronexport’s deputy director general, said at the IDEX-2015 exhibition.

He said the region’s market accounted for about a third of the company’s entire exports. "Naturally, there are the Indian and Chinese markets that also account for a considerable share. There are also markets of Latin America and Africa. The top priority task for us is to promote Russian hardware on these markets," he noted.

Source : http://sputniknews.com

Russia draft resolution to fight terrorism in Libya

Source :  http://www.strategic-culture.org

Sputnik – Russia considers the draft resolution on fight against terrorism in Libya an important initiative and is ready to work constructively on it, Russia's envoy to the United Nations said Thursday.

The draft resolution was submitted to the UN Security Council by Jordan on Wednesday.

"I think it's a serious resolution, it's an important initiative. And I assured the Jordanian delegation and other members of the Security Council that we are prepared to work constructively," Vitaly Churkin said.

The draft resolution envisages the cancellation of the arms deliveries embargo imposed on Libya. Churkin noted that it was important to make sure that weapons supplied to Libya did not spread elsewhere outside the country.

UN envoy to Libya Bernardino Leon said earlier in the day that he sought to facilitate the formation of the government of national unity in Libya to speed up the cessation of hostilities.

"There is some hope that [Leon] can accomplish a unity government within a short period of time. If that were to happen, that in itself would be a very important achievement," Churkin said.

The Russian envoy noted that the delivery of weapons to Libya alone would not resolve the situation entirely, as the issue of terrorism remained and required heightened attention from the international community.

Earlier in the day, Libyan Foreign Minister Mohammed Dairi urged the international community to assist the country in fighting terrorism and arming the country's troops.

Libya is currently facing the worst wave of violence since the beginning of the 2011 civil war. Internationally recognized authorities are fighting numerous militias. The embargo on arms supplies to Libya was imposed in 2011 over violence against civilian population during protests against the country's long-time leader Muammar Gaddafi.

Hezbollah intervention in Syria legitimate: Russian ambassador to Lebanon

Source : http://www.dailystar.com.lb

BEIRUT: Hezbollah's intervention in the Syrian conflict where it is fighting alongside government forces is legitimate, as long as foreign fighters are swelling the ranks of the opposition, Russian ambassador to Lebanon Alexander Zasypkin said in comments published Tuesday.

Separately, Zasypkin affirmed that a Russian arms deal for Lebanon is on the right track, according to a statement released by the office of former Prime Minister Saad Hariri after a meeting between the two.

“The party (Hezbollah) will remain engaged in the fight to aid the legitimate regime as long as fighters from dozens of countries are streaming into [Syria] to fight against the regime...,” Zasypkin said in an interview with daily newspaper An-Nahar.

“In such emergencies, the need is to focus on combating terrorism and fundamentalist, not stir strife,” Zasypkin added.

Asked about prospects of a political solution to the Syrian conflict in the near future, Zasypkin argued that chances have dimmed due to the situations in the region and internationally.

“The U.S. is taking advantage of the Ukrainian crisis to undermine Russia and this has reflected negatively on global issues and disrupted any settlements,” Zasypkin added.

The Russian envoy lauded Lebanese rival factions for their engagement to conduct dialogue which he said “is strongly requested” to deal with “existing challenges and dangers.”

“Foreign countries support this dialogue, especially that it touches on not only Lebanese, but also regional issues, and I mean primarily combating terrorism and extremism,” An-Nahar quoted him as saying.

Hezbollah and the Future Movement launched talks in December aimed at easing sectarian tensions exacerbated by the Syrian conflict, while preparations are underway to have a similar dialogue between Christian rivals, the Lebanese Forces and the Free Patriotic Movement.

“We want the most suitable president for Lebanon,” Zasypkin said, noting that settling the presidential stalemate is linked to all Lebanese factions, not only Christians.

A statement released by Hariri's media office said Zasypkin commended the ex-premier and Future Movement leader for engaging in dialogue with Hezbollah, and reassured him that a Russian arms deal for Lebanon was on track.

“We are in continuous contact with Mr. Hariri on political dialogue as well as reinforcing the capacities of the Lebanese Army and security agencies,” the statement quoted Zasypkin as saying.

He said the meeting with Hariri focused on the implementation of bilateral contracts for supplying Lebanon with Russian weapons, refuting allegations that Hariri was seeking to disrupt or delay the delivery of the arms.

“Work is underway to complete the arms deal for Lebanon and we expect tangible results that would benefit the Lebanese state (soon),” Zasypkin said.

Lebanon is seeking to buy Russian weapons from a $1 billion Saudi grant to Lebanon.
