Lavrov confirms Russia ready to assist Iraq in fighting Islamic State

MOSCOW, September 26. /ITAR-TASS/. Russia’s Foreign Minister Sergey Lavrov confirmed Russia is ready to support Iraq in its efforts to fight the terrorist threat, first of all the one from the Islamic State (IS).

Lavrov had a meeting with Iraq’s Prime Minister Haider al-Abadi, the Russian Foreign Ministry said on Friday.

The meeting was on the sidelines of the 69th session of the UN General Assembly.

“During the meeting, Lavrov confirmed Russia’s support for Iraq’s independence, territory integrity and sovereignty,” the ministry said. “Moscow is ready to continue supporting Iraq in its efforts in fighting the terrorist threat, and, first of all, the one from the Islamic State.”

“Haider al-Abadi thanked for the principal solidarity position of the Russian Federation with Iraq and its people and stressed Bagdad was aimed at further development of cooperation with Russia in various spheres,” the diplomatic authority said.

“They also discussed the current situation in the Middle East, focusing on joint fighting terrorism on the agreed international legal base.

Minister: Arctic Maneuvers, Iskander, Pantsir Firing Conducted at Vostok-2014 Drills

PETROPAVLOVSK-KAMCHATSKY, September 23 (RIA Novosti) — Russian troops have carried out a series of combat training missions in the Arctic and used Iskander and Pantsir-S systems as part of the ongoing large-scale exercises in Russia"s Far East, Defense Minister Sergei Shoigu said Tuesday.

"In order to protect the interests of the Russian Federation in the region [Arctic] the development of its military infrastructure is ongoing. As part of the exercise [in the far East]the Northern Fleet squadron of warships together with vessels from the Murmansk Shipping Company and Atomflot icebreakers have conducted the delivery of personnel and equipment to Kotelny Island [New Siberian Islands archipelago]," Shoigu told President Vladimir Putin in a video conference call from the city of Petropavlovsk-Kamchatsky, on the Kamchatka Peninsula.

The minister also said that during the exercise on Kotelny Island, Pantsir-Ssystems performed live firing on target, launched by the mobile coastal missile system Rubezh. "The target was hit successfully." And tactical ballistic missile complexes Iskander-M hit two targets at a range of 200 kilometers (124 miles).

The Vostok-2014 strategic military exercise in the Eastern Military District is taking place from September 19 to 25. The exercise was preceded by unannounced combat readiness checks.

African Countries Interested in Buying Russian Jet Trainer

PRETORIA (SOUTH AFRICA), September 22 (RIA Novosti) – Several African countries are interested in the Russian combat training aircraft Yak-130, Russian state arms exporter Rosoboronexport's delegation head Yury Demchenko told journalists following the Africa Aerospace and Defense 2014 exhibition.

"Preliminary analysis of the interest in the Russian MIC [military-industrial complex] on the part of the countries of the region showed a very strong tendency of readiness to buy Russian helicopters and aviation equipment, including the combat training aircraft Yak-130 and the entire line of Mil or Kamov helicopters," Demchenko said.

In addition, there was an interest in air defense systems, including Almaz-Anteysystems, shown at the exhibition. "Particular attention was paid to the training complexes, additional learning equipment and means of application," the delegation head concluded.

Rosoboronexport is part of state-owned industrial corporation Rostec. It is the sole intermediary agency that is responsible for import and export of the full range of defense and dual-use products, technologies and services. Rosoboronexport cooperates with more than 70 countries around the world.

The Africa Aerospace and Defense 2014 exhibition of air, sea and land technologies took place on September 17-21. The exhibition was attended by 347 exhibitors from 26 countries and saw 40,000 trade visitors from 101 states in attendance. Pavilions of 15 countries, such as Russia, the United States, China and India were present at the exhibition.

Russian Defence Ministry opens official pages in Facebook, Twitter, Instagram and Youtube

MOSCOW, September 20. /ITAR-TASS/. Russia’s Defence Ministry opened official pages in Facebook, Twitter, Instagram and on the Youtube video hosting, where it will inform about major events at Russia’s Armed Forces, including training, drills of various levels, cultural events in the Army and Navy.

“First video reports and news will be devoted to the biggest ever Vostok-2014 strategic drill in the Far East,” the ministry’s press service said on Saturday.

On Istagram the ministry “plans to publish catching interesting pictures,” and exclusive videos will be published on Youtube, the press service said. The official pages are open for comments, and first of all for suggestions on further development of the pages.

Russia to Supply T-90S Tanks to Peru in Medium-Term: Rosoboronexport

MOSCOW, September 20 (RIA Novosti) - Peru is interested in a supply of Russian T-90S tanks, but plans are currently considered a medium-term project, Russia's state arms exporter Rosoboronexport deputy general director Sergei Goreslavsky has told RIA Novosti during the exhibition, Africa Aerospace and Defence 2014.

"In collaboration with Uralvagonzavod,Rosoboronexport is working hard to promote the T -90S. This project continues to be the focus of Peruvian leaders, but is has earned a medium-term due to a number of political circumstances, such as the upcoming presidential elections," said Goreslavsky.

Peru's Ministry of Defense announced the possibility of buying some 140 T-90S tanks in the future after receiving prototypes of the Russian battle tank for trials in May of 2013 in Lima. Peru currently uses 300 AMX-13 French light tanks in addition to 300 obsolete Soviet-made T-55 tanks.

Though the T-90S trials have proved successful, a contract to supply the tanks to Peru has not yet been signed.

According to Goreslavsky, the Peruvian leadership is focused on the project with aims of establishing production of the Russian Kamaz trucks, including military versions, which can potentially be used for civilian purposes.

The modified T-90S is fitted with an increased power multi-fuel 1,130-h.p. diesel engine, giving the vehicle a top speed of over 60 km/h (37 miles per hour) on roads and up to 45 km/h on rough terrain, according to its manufacturer, Uralvagonzavod .

The 46.5 ton tank's redesigned turret features a modernized 125-mm gun fitted with an autoloader, capable of firing 9M119M missiles, new fire control, navigation and communications systems, and a remotely-controlled mounted 7.62-mm machine gun. It has a crew of three, who are protected by explosive reactive armor and an NBC protection system.

The Africa Aerospace and Defence 2014 exhibition is being held in the South African capital of Pretoria from September 17 to 21. Rosoboronexport is one of many exhibitors participating in the premier exhibition of air, sea and land technologies.

Russia to build up troops in Crimea due to growing foreign military presence

Ukraine, "the deployment of complete and self-sufficient group of forces in the Crimean direction" has become one of Russia's priorities. 

"The military and political situation in the south-western strategic direction has changed a lot since the beginning of the year. This is largely due to the expansion of the territory of the Southern Military District after the Crimea became a part of Russia," said the minister.

In addition, Shoigu said, the situation in Ukraine "has sharply escalated." According to the head of the Defense Ministry, foreign military presence in the immediate vicinity of the Russian border has increased.

NATO responded to Shoigu's statements by saying that increasing the positions of the Russian army in the Crimea would be a step to increase tension in Europe. "The increasing presence of Russian armed forces in the Crimea is a step to increase tension in Europe," the press service of the military alliance told Itar-Tass.

The statement was made ten days after the NATO summit in the UK, where the participants of the bloc agreed to help Ukraine in the fight against militia forces in the Donbass region.

Advisor to the President of Ukraine Yury Lutsenko said later that weapons would be supplied from the United States, France, Poland, Norway, and Italy, although the authorities of those countries did not confirm the information. Nevertheless, Ukrainian Defense Minister Valery Geletey has recently announced the start of  arms shipments from abroad. 

As for the "military presence," which Sergei Shoigu mentioned, Ukrainian, Western and NATO officials have set forth similar accusations against Russia before. According to NATO officials, about 20,000 Russian soldiers were stationed near the Ukrainian border as of September 11. Representatives of the alliance noted that approximately one thousand Russian soldiers were already located on the territory of Ukraine.

The Russian authorities, in turn, refute such accusations. NATO has not been able to provide one single proof in support of its accusations against Russia. 

Meanwhile, Russian Foreign Minister Sergey Lavrov believes that the West is waging a media war against Russia with its statements of Russia's military intervention in Ukraine. In an interview to Russia Beyond the Headlines, Mr. Lavrov stated that Russia regarded such statements as a manifestation of the information war. "Accusations of Russia's military intervention in the conflict have been voiced before. From the very beginning of the crisis, they accuse us of practically everything, without presenting any facts ever," said the minister. 

Lavrov said that "the absence of evidence, concealment and distortion of truth is a characteristic feature of the position of the United States and several European countries." "This goes for the statements about the movements of our troops, the investigation of the Malaysian Boeing disaster, as well as for the tragedies on Maidan, in Odessa, and many other situations," he explained.

Noteworthy, when visiting Estonia on September 3, US President Obama announced that Russian troops entered Ukraine. According to Obama, there was evidence to prove it. The same day, President's press secretary Dmitry Peskov rebutted Obama's statements and said that with that such statements the West was trying to assign a destructive role on Russia. According to Peskov, such statements from Western leaders only speak of "unwillingness to operate with facts." The undeniable evidence of Russia's military invasion of Ukraine has never been provided, which suggests that there is no evidence at all, and the West simply prefers to publicly demonize Russia. 

Sergey Lavrov, in the above-mentioned interview, also expressed his point of view regarding the sanctions imposed by the United States and the European Union against Russia because of the Ukrainian crisis. According to him, the West needs to break the vicious circle of "an eye for an eye" action. 

"We believe that the attempts to influence crises by unilateral measures that go beyond UN Security Council decisions and contradict to the norms and principles of international law, threaten international peace and stability," said the minister.

The head of the Russian diplomatic mission stressed out that such measures are double-edged and often more dangerous to those who initiate them. "It is clear that the continuation of the sanctions pressure on Russia will not help resolve the internal Ukrainian crisis, but will only deepen the confrontation and complicate dialogue," says Sergey Lavrov.

"The United States, the European Union and other countries need to finally listen to the voice of reason and interrupt the vicious cycle of pointless action based on the principle of "an eye for an eye," which they started themseves," said Lavrov. 

In the interview, Sergei Lavrov also said that although the relations between Russia and the European Union undergo a serious test in connection with the "the destructive policy of European partners due to the Ukrainian internal crisis, the point of no return has not yet been reached." "To return to the path of cooperation, it is necessary to overcome the vicious logic of sanctions and threats and switch to constructive and pragmatic search for solutions of accumulated problems," the minister said.

"There is no reasonable alternative to the continuation of mutually beneficial cooperation between Russia and the EU. There are too many things that connect us in terms of geography, economy, history, in human terms," Russian Foreign Minister Sergei Lavrov said.

Prime Minister: Finland to Continue Nuclear Cooperation With Russia Despite Sanctions

Finnish Prime Minister Alexander Stubb has stated that EU sanctions against Russia will not affect Finland's cooperation with Russia's state-run nuclear corporation Rosatom on the building of the Hanhikivi 1 nuclear plant, Finnish broadcaster Yle reports.

"I think nuclear power is still such a serious thing that it is not advisable to mix it with power politics," Stubb was quoted as saying by Yle on Sunday.

According to the Finnish minister, cooperation with Russia's Rosatom will not hurt Finland's international reputation.

Stubb noted that nuclear power supplies about half of Ukraine's electricity and that Rosatom is its main provider. "If we look at [Rosatom's] activities, there have been no problems whatsoever," he stated.

Finnish nuclear company Fennovoima Ltd and Rusatom Overseas, a subsidiary of Russia's nuclear giant Rosatom, signed a plant supply contract in December 2013.

Rosatom is set to build and part-own a 1,200 megawatt pressurized water reactor at the Hanhikivi 1 plant in Northern Finland. According to the companies' schedule, the nuclear power plant will begin producing electricity in 2024.

A new round of Western sanctions against Moscow over its alleged role in the Ukrainian crisis came into force on September 12. The sanctions complicate access to EU and US credit for a number of key Russian banks and oil and defense companies and ban the provision of technical and other assistance to Russian oil companies.

Russia’s Pacific Fleet Begins Spot Checks Over Seas of Japan and Okhotsk

MOSCOW, September 14 (RIA Novosti) - The Russian Naval Aviation's Pacific Fleet has started spot checks in airspace over the Sea of Japan and Sea of Okhotsk to check the combat readiness of the Eastern Military District (VVO), the press service of the Russian Defense Ministry reported on Saturday.

"Crews of the long range Tu-142 anti-submarine warfare (ASW) aircraft and Il-38 medium-range ASW aircraft from Pacific Fleet air bases started to working out a series of tactical objectives in anti-submarine warfare in the airspace over the waters of the Sea of Japan and the Sea of Okhotsk. Aircraft took off from airfields stationed in Primorye and Kamchatka," according to a statement from the Defense Ministry.

The aircraft tests include search tasks, classification and tracking mock enemy submarines using radar and sonar anti-submarine warfare. Tests will be conducted from September 11-18. Some 100,000 soldiers are involved in the inspections.

On Thursday, Russian President Vladimir Putin instructed the Defense Ministry to carry out spot checks of readiness of the Eastern Military District. The same day, Defense Minister Sergei Shoygu order the VVO military units to be on full alert at 10:00 Moscow-time (6:00 GMT).

The Eastern Military District combines territories of the former Far East Military District and part of the former Siberian Military District with headquarters in Khabarovsk.

Eastern Military District Moves to Highest State of Combat Readiness as Drills Begin

MOSCOW, September 12 (RIA Novosti) - Troops in Russia's Eastern Military District have been moved to the highest state of combat readiness as surprise drills began in the region, the Russian Defense Ministry said Friday.

"As part of a surprise check of the Eastern Military District troops' combat readiness, military formations and units located in the Eastern region of the Russian Federation have completed the implementation of measures to enter the highest degree of combat readiness," the ministry wrote in a statement.

Russian President Vladimir Putin ordered snap combat readiness drills in the Eastern Military District starting September 11.

Air defense and military units were put on full combat alert from 10:00 a.m. Moscow time [06:00 GMT] on Thursday. According to the Defense Ministry, a number of the district's airborne units are to carry out combat readiness drills on the Kuril Islands, near the city of Anadyr in the Chukotka Autonomous Area, and on the island of Sakhalin.

Paratroopers from Ulan-Ude and Ussuriysk will for the first time travel to training areas located over 4,000 kilometers (almost 2,500 miles) from their place of deployment, the ministry said.

In August, an unannounced inspection of the Eastern Military District's combat readiness took place and was a success. During the inspection, the district's coastal troops carried out vehicle marches and practiced air and harbor defense during a coastal defense simulation.

Russia not to get involved in arms race: Putin

Russia is not going to get involved in a new arms race, President Vladimir Putin has said as he ordered his government to work out “balanced and realistic” defense strategy for 2016 through 2025.

“Someone really wants to unleash a new arms race,” Russia’s president said at a meeting with senior defense industry officials. “We, of course, are not going to be involved in this race.”

Putin tasked the defense industry to work out a new military doctrine by December. His comments came a week after Russia said on September 2 that it would review the doctrine, in response to NATO announcing its intentions to expand in Eastern Europe amid Ukrainian crisis.

Speaking about the situation in Ukraine, Putin blamed Western countries for the bloody conflict in the southeastern regions of the country.

“Recently, as you know, NATO has decided to build up its forces in Eastern Europe. The crisis in Ukraine, which was, in fact, provoked and created by some of our Western partners, is now used for the resuscitation of this military bloc," he said.

All the actions Russia is taking are retaliatory measures of self-defense, Putin said.

“We have been repeatedly saying, warning that we will have to, exactly have to, take appropriate retaliatory measures to ensure our security,” Putin said. “We have said many times that it would be very desirable to avoid excessive hysterics when these decisions will be finally accepted and will be implemented. I want to emphasize that everything we do, is only retaliatory measures,” he added.

At the end of August, NATO announced its plans to bring its forces closer to Russian borders, specifically to the three Baltic States – Latvia, Lithuania and Estonia – as the situation in Ukraine showed no signs of improvement. NATO’s expansion was the key topic of discussions at the alliance’s summit in Wales at the end of last week.

Russia warned that NATO’s progress towards the east and Ukraine, which the military bloc sees as a potential member, will trigger a strong reaction.

In July, Putin said that NATO’s military build-up near Russia’s borders, which includes the US-built missile defense system, is not just for defensive purposes, but is an “offensive weapon” and an “element of the US offensive system deployed outside the mainland.”

Responding to NATO’s intentions last week, Russia’s envoy to the alliance, Aleksandr Grushko, indicated that this will be “taken into consideration” in Russia’s military planning.

Submerged Russian nuclear sub test-fires Bulava strategic missile

A Russian Borey-class nuclear submarine has successfully test-fired a Bulava SLBM, the Russian Defense Ministry reported. The ballistic missile was launched from a submerged sub and hit a target some 5,000km away.

The Vladimir Monomakh, head vessel of the Borey class, fired the missile on Wednesday from the White Sea off Russia’s northwest. All of the Bulava’s warheads hit the Kura test range in the Kamchatka Peninsula in the Russian Far East, the ministry said in a statement.

Borey-class submarines are the designated backbone of Russia’s sea-based part of nuclear deterrent, with Bulava being its nuclear weapon of choice. The missile had a somewhat troublesome development history, with technical glitches plaguing the early tests. The launch on Wednesday was the 19th in the SLBM’s history.

MOSCOW, September 11./ITAR-TASS/. Vladimir Putin, Supreme Commander-in-Chief of Russia's Armed Forces, has decided to carry out an unscheduled checkup of the operational readiness of all troops of the Eastern Military District (EMD), General of the Army Sergey Shoigu, Minister of Defense, announced on Thursday at a conference with the Command of the Armed Forces.

"In accordance with his instruction, the troops of the EMD, as well as forces and military units stationed in its territory, shall be readied operationally," Shoigu ordered.

The Minister of Defence also ordered moving military control agencies and troops to military ranges to ready them for the accomplishment of tasks in line with their mission at control training sessions and tactical exercises.

Russian Defense Minister Sergei Shoigu has said that apart from surprise checkup of operational readiness of troops of the Eastern military district, President Vladimir Putin ordered the ministry to check together with the Chief Directorate of Special Programs the readiness of authorities in the east of the country to perform tasks in conditions of war time.

Northern defense: RT's on-the-spot report from Russian naval maneuvers in the Arctic

Russia's Northern Fleet has begun military drills in the Arctic, with RT's correspondent Murad Gazdiev witnessing the action at close hand on board the vessel.

“We’re barely out of port, and the naval battle group is already being attacked by a theoretical enemy air force. Hostile jets are coming in from almost every direction… and the fleet’s task now is to repel the offensive,”RT’s correspondent reported from the ship.

“Aboard this ship, the Admiral Levchenko, the commander has ordered anti-aircraft fire with live missiles. The fleet is also rapidly changing its course, veering and deploying smoke screens to further confuse the enemy,” Gazdiev said, adding that there was a feeling of tension and some excitement among the crew.

“This is as close to fighting as it gets,” he said.

Navy officers told RT's correspondent how the air defenses are organized.

“The principle of air defense is simple: the strong protect the weak. Ships with powerful anti-air defenses cover the other members of the fleet,” said Evgeny Shevtsov, chief of the battle group’s air defense.

It’s not only technical details that make the military drills successful, but also discipline, mutual respect and camaraderie, the commander told RT.

“When I was a civilian, I would never have believed that men so different, from so many social classes and with such varied interests could mingle and get along so well… I didn't think we could form a group so tight-knit,”one of the servicemen on board said.

Russia’s defense ministry refutes allegations about military satellite’s explosion over US

MOSCOW, September 9. /ITAR-TASS/. Russia’s ministry of defense has refuted allegations about an explosion of a Russian military satellite over the United States that were circulated in the American and Russian media.

“Russia’s orbiting cluster is operating a regular regime and is permanently monitored by space control facilities of the aerospace defense,” Russian Defense Ministry Spokesman Igor Konashenkov told journalists on Tuesday. “One can only guess about the condition representatives of the so-called American Meteor Society were in when they identified a luminescent phenomenon high up in the sky as a Russian military satellite.”

He said that most probably such reports could be explained by the US security services’ attempts to find whereabouts of a space object they had lost.

On Tuesday, a number of Russian mass media cited US information resources reporting that Russia’s military camera carrying satellite Cosmos-2495 that had been put into orbit in May allegedly exploded when it was over the United States’ territory. Media said the incident had taken place on September 2 over the States of Colorado and Wyoming. The American Meteor Society cited reports of more than 30 eyewitnesses.

Russia says might close airspace in response to new Western sanctions

MOSCOW, Sept. 8 (Xinhua) -- Russia does not rule out the possibility that it might close its airspace in response to new Western sanctions over the Ukraine crisis, Prime Minister Dmitry Medvedev said Monday.

"If there are sanctions connected with energy or further restrictions on our financial sector, we will have to strike back in an asymmetric way, such as restrictions in the transport sphere, " Medvedev said in an interview with Vedomosti business daily.

"We will have to respond to the restrictions imposed on us," he said. "If Western carriers cannot overfly our airspace, it may lead to bankruptcy of many airlines that are teetering on the brink of survival."

Medvedev, however, admitted it would be a bad option. "We would just like our partners to realize that."

He stressed that additional sanctions would not help bring peace to Ukraine, but only threaten the global security system. He warned that "sanctions are always double-edged."

Moreover, Medvedev expressed his hope that the Western sanctions can be turned into chances for domestic industry to develop, adding that Russia may make further adjustment of the counter sanctions imposed on Western countries.

"We should try to use the situation to bring benefits to the country and our economy," he said. "We should not harm our citizens; this is the first and most important consideration."

The European Union (EU) was due to announce fresh sanctions on Russia later Monday, although a ceasefire between government and rebel forces is generally taking hold in eastern Ukraine.

Russian Foreign Ministry said on Saturday that Russia will " certainly" react if the EU imposes new sanctions against it for allegedly "destabilizing eastern Ukraine."

The EU and the United States have slapped sanctions against Moscow to punish its alleged military assistance to insurgents in eastern Ukraine. In early August, Russia imposed a one-year ban on food imports from the EU, the United States, Australia, Canada and Norway in counter measures.

Russian strategic bombers reportedly practice nuclear missile strike against US

A pair of Russian bomber jets reportedly practiced cruise missile attacks against targets in the United States last week, according to a report published on Monday in the Washington Free Beacon.

Bill Gertz, a writer for the Beacon, reportedthat two Russian Tu-95 Bear bombers were tracked flying over the Labrador Sea last week in the northern Atlantic Ocean near Iceland, Greenland and Canada as part of a recent training mission.

“Analysis of the flight indicated the aircraft were conducting practice runs to a pre-determined ‘launch box’ — an optimum point for firing nuclear-armed cruise missiles at US targets,” Gertz wrote, citing unnamed defense officials he described as being familiar with intelligence reports.

The aircraft, Gertz added, are outfitted with six AS-15 nuclear-armed cruise missiles, each capable of striking targets as far away as 1,800 miles.

Representatives for the US Northern Command and Northern American Aerospace Defense Command, or NORAD, declined to comment to Gertz ahead of his report, and told RT in an email Monday afternoon that they could not confirm the allegations printed by the Free Beacon. On his part, however, Gertz wrote that neither the US nor Canada responded to the alleged incident because it reportedly occurred outside of the North American Air Defense Identification Zone.

According to Gertz, the reported drill occurred last week at the same time that officials from the US, Canada and other allied partners met in Wales for the largest NATO summit of its kind in two years, where on the agenda, among other topics, was the escalating crisis in eastern Ukraine and potential action that could be undertaken to counter perceived Russian aggression. On the heels of that meeting, both the US and the European Union are expected to imposenew sanctions against Moscow.

The latest report comes days after Russia’s own recent decision to revise a 2010 military doctrine to identify the US and NATO members as enemies, which “clearly outline[s] the conditions of a preemptive nuclear strike” against partner countries, Gertz wrote. With regards to the alliance, NATO Secretary General Anders Fogh Rasmussen said during last week’s summit that at least 4,000 troops from various member states will soon form a “spearhead” regiment that will be “ready to deploy within a few days with air, sea and Special Forces support” in the event that the Ukrainian crisis spread into allied territory.

Gertz has previously reported for the Beacon that no fewer than 16 Russian bombers incurred the airspace of either US or Canada during the month of August, and this week’s article comes days after similar allegations were made abroad: late last month, a Dutch F-16 military jet intercepted and escorted a Russian Tu-95 bomber out of that nation’s airspace, as did the Japanese Air Self-Defense Force during a similar incident.

“Clearly, we at the US Strategic Command do monitor the strategic environment,”Admiral Cecil Haney, commander of the US Strategic Command, told Gertz last month following reports that Russian bombers came within 50 miles of California on the US West Coast."I will say that the business of them coming close to the United States of America, we take very seriously.”

Russian Defense Ministry to Deliver Equipment, Weapons to Troops in Arctic by End of Month

YURGA (Kemerovo Region), September 8 (RIA Novosti) – The Russian Defense Ministry will complete the delivery of necessary material supplies, including equipment and weapons, for troops in the Arctic before the end of September, Deputy Defense Minister Gen. Dmitry Bulgakov told journalists Monday.

"The Defense Ministry will complete the northern delivery for a force grouping in the Arctic by the end of September," Gen. Bulgakov said.

"At the moment... supplies of fuel, oil and lubricants, including boiler oil, food, clothing and medical property, have already been prepared for a year and a half in places where the troops are stationed," Bulgakov said.

As for the equipment, he did not specify the whole list but noted that it "meets all requirements for cross-country capacity and is operable in extremely low temperatures."

Talking about the living conditions for soldiers and their families in the Arctic, the deputy defense minister said that special military camps are being constructed for them, so that the people would not have to go outside unless absolutely necessary. "Housing and office accommodation, dining-rooms, baths and gyms –everything will be constructed in a single building," Bulgakov said.

Bulgakov also added that the military uniform is also designed for comfort and allows servicemen to carry out combat training missions at a temperature of minus 55 degrees centigrade (minus 67 degrees Fahrenheit).

Ukraine, NATO start drills in Black Sea amid the crisis in the South East

Ukraine has launched three-day naval drills with US-led NATO forces in the Black Sea amid the ongoing crisis in the country.

According to the Ukrainian army, the annual Sea Breeze drills, which involve seven Ukrainian ships and five from NATO countries, started on Monday.

“The purpose of these exercises is to ensure that we are able to establish and hold a secure shipping zone in a crisis region,” National Security and Defense Council spokesman, Andriy Lysenko, told reporters.Previous Sea Breeze exercises held around the Crimean port of Sevastopol had sparked repeated protests from Russia.

Kiev is also due to conduct two weeks of annual Rapid Trident ground maneuvers with US and NATO forces in the west of the country beginning on September 13.

The drills come as Ukraine’s mainly Russian-speaking regions in the east have witnessed deadly clashes between pro-Russia forces and the Ukrainian army since Kiev launched military operations to silence the pro-Russians in mid-April.

Violence intensified in May after the two flashpoint regions of Donetsk and Lugansk held local referendums in which their residents voted overwhelmingly in favor of independence from Ukraine.

Western powers and the government in Kiev accuse Moscow of having a hand in the crisis in eastern Ukraine, but the Kremlin denies the accusation.

The Kiev government and pro-Russian gunmen signed a 12-point pact on Friday in the Belarusian capital, Minsk. The truce came into effect at 1500 GMT that day.

Russian UN ambassador Churkin says US’ sloven geopolitical engineering undermines global security

The United States’ policy of regime changes in various countries of the world undermines global security and raises serious concerns as to the stability of the system of international coordinates, Russian Permanent Representative at the United Nations Vitaly Churkin said on Sunday.

Speaking at the Vesti Nedeli weekly news programme on Russia 1 television channel, Churkin drew attention to the situation in the Middle East and Africa, saying chaos there was excessive. “The situation in Libya is in a state of collapse, with the country being in a free fall state,” he said. “Libya triggered a similar reaction in Mali. The Central African Republic has collapsed of itself.”

“South Sudan became independent with U.S. support, but it has turned out that political forces inside the country are absolutely unready to cooperate with each other and, as a matter of fact, the country is still in a state of a civil war. The culmination is the situation with the Islamic State. It is a really unprecedented challenge,” Churkin said.

Touching on the unstable situation in Iraq, the Russian diplomat said that “Americans withdrew from there not having finished the job.” These examples, according to Churkin, only proved the thesis Russia had been repeatedly voicing: “Such sloven geopolitical engineering, changes of regimes without looking at possible consequences has the most serious consequences.”

“Many United Nations members are concerned that the system of international coordinates we have got used to in the past 20 years and that rested on the principle that key players should cooperate with each other in settling difficult international problems, this system has now been distorted,” he said.

NATO stages massive military drills in Latvia

As seven-day NATO military exercises continue to take place in Latvia, the organization says the drills are aimed at showing its commitment to Baltic member states in the face of an “assertive” Russia.

Exercise Steadfast Javelin 2, which kicked off on September 2, simulates the deployment of NATO soldiers and equipment during a crisis situation. A total of around 2,000 soldiers from nine different countries are taking part in the maneuvers, which will carry on until Monday. 

On Friday night, around 500 paratroopers landed at Lielvarde airport, located about 60 km from Latvia’s capital, Riga. 

“We want to assure our people that we are able to protect them. Certainly on top of this we send a clear message to everyone who wants to threaten NATO, that it’s not a thing you should do. NATO will always defend and protect its people,” General Hans-Lothar Domrose, commander of the NATO military command in Brunssum, Netherlands, told reporters.

The exercises in Latvia will be followed by other drills in Germany, Norway, Ukraine, and Poland later this autumn. 

Steadfast Javelin 2 was reinforced by a NATO summit in Wales, where the bloc officially announced it was creating a new rapid reaction force. The spearhead of any such force would consist of 4,000-5,000 troops who would be able to deploy to any NATO member country within 48 hours. 

“It needs to be a relatively light force. It needs to be a force that succeeds, builds upon intelligence and agility, and precision as opposed to weight of military force. It is an agile, precise, intelligence-led rapidly deployable force,” Lieutenant General Ed Davis, NATO deputy land commander, told Reuters.

‘Expansionism and destabilization’: Russia lashes out over NATO spearhead force in E. Europe

After 10 years of placing emphasis on military activity in Afghanistan, the alliance is now refocusing on what it refers to as the defense of its members.

The UK has agreed to provide up to 1,000 personnel in the multi-national force, which will be based in Eastern Europe. There are already 1,500 British troops involved in exercises in Baltic countries and an extra 2,000 will be deployed over the next two years. 

Baltic states have been seeking backup from NATO, claiming they fear that Russia could use the same rationale as it did in Crimea to justify an attack on them. Large Russian speaking minorities live in Baltic the region – in Latvia, for instance, they account for some 26 percent (over 520,000 people) of the total population.

The announcement was met with dismay in Moscow, which said that NATO was using the crisis in Ukraine to push its military presence closer to Russia's borders.

The Russian Foreign Ministry said the new force would sabotage the fragile peace process in eastern Ukraine. 

“Together with the rhetoric at the summit, and the planned military exercises before the end of the year, this will increase tension, destabilization the nascent peace process, and further widen the division in Ukraine,” the ministry’s statement said. 

As tensions remain high in Ukraine, a US Navy destroyer, a Canadian fregate and, reportedly, a French frigate have entered the Black Sea. A Spanish warship is reportedly on its way there as well.

Tbilisi: NATO has agreed on “substantive package” for Georgia that will help the country to prepare for membership in the Alliance, NATO Secretary General Anders Fogh Rasmussen said on the second day of NATO leaders’ summit in Wales on September 5.

“There is one group of partner countries, who hold special relationship with NATO, the countries, which aspire to join the Alliance once they fulfill the criteria…NATO’s door remains open. Each country will be continued to be judged on its merits and no third country has a veto over NATO enlargement,” he said at a news conference.

“Each aspirant has work to do in different areas and we will give them support they need,” Rasmussen said. “We agreed on substantive package of measures for Georgia…that will help Georgia advance in its preparations towards membership of NATO.”

He said that NATO leaders have also decided to “a defence capacity building initiative” for partners, among them Georgia, that will help the Alliance “project stability without deploying large combat forces.”

“This builds on our extensive expertise in supporting, advising and assisting nations with defence and security reforms,” Rasmussen said. “Building on our close cooperation, and following their requests, we have agreed to extend this initiative to Georgia, Moldova and Jordan.”

He also said that Georgia is among the group of five nations, who seek “enhanced opportunities” of cooperation with NATO. Four others are Australia, Finland, Jordan and Sweden.

“Georgia’s participation in that group represents an acknowledgment of progress Georgia has made in its relationship with NATO. Georgia wants to further improve its ability to work and operate with NATO forces,” Rasmussen said.

“Georgia has already made remarkable steps in that direction, but more could be done and I am pleased that Georgia accepted invitation to participate in that selected group of nations that want particular close relationship with NATO. So there is clearly a political demonstration, acknowledgement of the progress Georgia has made, but of course there is also a very concrete dimension that Georgia’s participation in that group will step up Georgia’s practical cooperation with NATO,” Rasmussen said.

At a meeting in June NATO foreign ministers decided that membership action plan (MAP) would not be extended to Georgia at the summit in Wales; instead, NATO foreign ministers agreed to develop a “substantive” package to help the country move further closer to the Alliance.

According to Georgian and NATO officials, the package for Georgia will also include launching of NATO training center in Georgia, as well as “occasionally” holding of NATO exercises in Georgia.

Speaking at the Atlantic Council’s Future Leaders Summit on the sideline of NATO summit in Wales on September 4, Georgian Defense Minister Irakli Alasania said that proposed training center will be “a military training facility, where NATO members and partners will train.”

“There are lot of suggestions – we already have a Krtsanisi training base, which has already been used for years by the U.S. marines for training of the Georgian troops; almost 12,000 Georgian troops were trained in pre-deployment to Afghanistan and other missions in that place [Krtsanisi training facility]. We will invest more in this [training base],” Alasania said.

He also said that after the package is finalized it would then be followed by its “implementation plan”. Alasania also said that NATO Deputy Secretary General Alexander Vershbow would be overseeing its implementation.

Russia dispatches naval force to reopen Arctic base

Russia on Saturday sent six ships carrying personnel and equipment to a Soviet-era military base in the Arctic that it is reopening to bolster its presence in the region, Russian news agencies reported.

Moscow is ramping up its military presence in the pristine but energy-rich region as other countries such as Canada and Norway are also staking claims to access its resources.

President Vladimir Putin last year ordered the military to return to a base on the far-Northern New Siberian Islands that was abandoned in 1993.

On Saturday, a fleet of six ships including two large landing ships set off from the port of Severomorsk in northern Russia, a spokesman for the Western military district, Vadim Serga, told ITAR-TASS news agency.

The ships will be accompanied by several icebreakers.

"The main task of the latest expedition by a number of Northern Fleet ships to the Arctic is to deliver staff, equipment and supplies to the taskforce that from this year will serve on the New Siberian islands on a permanent basis," said the northern fleet's commander, Admiral Vladimir Korolyov.

Last year, ten ships went to the New Siberian Islands in September to deliver the first equipment and supplies to rebuild the base on an archipelago where temperatures can fall to -50 degrees Celsius (-58 Fahrenheit).

Russia to Grant Mongolia Military-Technical Assistance

ULAN BATOR, September 3 (RIA Novosti) – The protocol for the provision of military and technical assistance to Mongolia on a grant basis was signed Wednesday after the talks between Russian President Vladimir Putinwith his Mongolian counterpart Tsakhiagiin Elbegdorj.

The president of Mongolia expressed satisfaction with the development of military-technical cooperation between the two countries.

Russian and Mongolian presidents met in Mongolia’s capital Ulan Bator to discuss the strengthening of bilateral ties between the two countries.

“It is a great honor and pleasure for me to be in Mongolia, among our friends. We have very long-standing and strong ties. They are bonded by numerous joint achievements and events,” Putin said.

Russian president also announced that the ministries of both countries will be instructed to develop a road map on the creation of new industries, promoting trade and mutual investment.

Following the talks, Russian and Mongolian sides have signed a number of agreements on cooperation in various spheres.

Russian Railways and the Mongolia’s Ministry of Roads and Transport signed an agreement on strategic partnership for the modernization and development of the Ulan Bator Railway.

Russia’s Aeroflot has signed a memorandum on cooperation with MIAT Mongolian Airlines.

Memorandum on cooperation was signed between the International Information News Agency Rossiya Segodnya and Mongolian National Public Radio.

Russia and Mongolia restored visa-free regime, which was canceled in 1995.

Putin also announced that Russia will lift existing restrictions of Mongolian animal products to the Russian market.

Also an agreement on the establishment of trans-boundary protected area “Istoki Amura” (Headwaters of Amur River) was signed.

Estonian Spy the Latest Flashpoint for a Potential NATO-Russia

NATO’s announcement of a new “spearhead” force aimed at Russia comes as yet another new source of tension between NATO and Russia has emerged, and reflects just how little it might take to kick off World War 3 between the world’s largest nuclear powers.

That incident was the detention of a spy from the tiny NATO member nation of Estonia by Russia. Exactly which side of the border the spy was captured from is unclear, and both sides are differing on the story in several key ways.

Estonian officials claim Russia snuck into the country, attacked him with a stun grenade and hauled him off at gunpoint. Russia says he was detained on the Russian side of the border, where he had spying cameras, audio recording devices, and a bundle of cash.

Russian officials believe the operation was some sort of covert espionage operation carried out by Estonia’s Security Police, likely on behalf of NATO.

In the grand scheme of things, such a minor issue along the border of two nations would normally hardly be worth mentioning. In the context of President Obama and other NATO officials insisting any “sovereignty violation” against any NATO member is an attack on the entire alliance, and one that would be met with military retaliation.

These sort of automatic alliance-wide declarations of war reflect a very dangerous problem with NATO, and a much bigger one since NATO has absorbed so many tiny nations along the Russian frontier. Any minor border agitation could quite easily lead to a war escalating out of control.

Estonia is a nation of just over one million people, and a single dispute over a single spy would never, under normal circumstances, lead to a war for such a nation, especially with a large neighbor as Russia. The NATO alliance gives Estonia effective control over 900 million people worldwide, and most of the planet’s military assets, so they could quite readily escalate any such incident beyond all reason.

The danger of a war expanding regionally because of interlocking alliances was seen clearly in World War 1, which tore a path of destruction across Europe. Yet that could be a drop in the bucket compared to a NATO-Russia War, given each side has a nuclear arsenal capable of wiping out the human race several times over, and neither tends toward reasonableness in the face of apocalypse.

NATO Plans ‘Joint Military Exercises’ in War-Torn Ukraine

Previously planned annual NATO military exercises inside Ukraine were understandably delayed by a massive civil war breaking out in eastern Ukraine. NATO, apparently seeing it as a chance to stick it to Russia, is now saying they plan to hold the exercises later this month, even though the war is still going on.

Fortunately, the 10-day exercises will be taking place in western Ukraine, far from the actual warzone, and close to the border with Poland. 1,300 NATO troops, including200 US combat troops, will be taking part.

NATO usually holds these Ukraine operations in the early summer, inviting several nations from eastern Europe to take part in anti-insurgency training. This year, the training is likely to be spun as centering on a putative Russian invasion of Europe.

The US is also sending the Ross, an anti-ballistic missile destroyer, into the Baltic Sea this week, to “promote peace” in the region. The ship is unlikely to play a real part in the training exercise, but is just the latest in a series of ships the US has sent into the area near Russia’s coast, apparently simply to needle the Russian navy.

President Obama says he wants NATO to build up Ukraine’s military so that it can more readily tackle ethnic Russian separatists in the east of the country, and there are reports the US and others are considering arms shipments.

Ambassador: India’s Cooperation With Other Countries Not Threatening Russia

MOSCOW, September 4 (RIA Novosti) – India’s contacts with third countries will not affect Russian-Indian defense cooperation, Indian Ambassador to Russia Pundi Srinivasan Raghavan said Thursday in an interview with RIA Novosti.

“Russia is our leading partner in military-technical cooperation and it is the only country with which India has an Inter-Governmental Commission headed by the defence ministers. Our defence cooperation is based on mutual benefit and is not impacted by other bilateral relationships,” Raghavan said.

In mid-July, Russian President Vladimir Putin said during a meeting with new Indian Prime Minister Narendra Modi that Russia and India agree on the necessity of cooperation in politics, economy, international affairs, as well as military-technical cooperation.

The Russian leader also stressed that relations between the two countries “rely on a solid basis of longstanding friendship and mutual respect of our nations."

President of the Russian Federation Vladimir Putin believes that to stop bloodshed and stabilize the situation in the south-east of Ukraine, the two sides of the Ukrainian conflict must implement a number of actions, Interfaxreports. 

The message posted on the official website of the Russian President says: 

"In order to stop the bloodshed and stabilize the situation in southeast Ukraine, I believe that the parties to the conflict should immediately agree on and coordinate the following steps:

1. End active offensive operations by armed forces, armed units and militia groups in southeast Ukraine in the Donetsk and Luhansk areas.

2. Withdraw Ukrainian armed forces units to a distance that would make it impossible to fire on populated areas using artillery and all types of multiple launch rocket systems.

3. Allow for full and objective international monitoring of compliance with the ceasefire and monitoring of the situation in the safe zone created by the ceasefire.

4. Exclude all use of military aircraft against civilians and populated areas in the conflict zone. 

5. Organize the exchange of individuals detained by force on an 'all for all' basis without any preconditions.

6. Open humanitarian corridors for refugees and for delivering humanitarian cargoes to towns and populated areas in Donbass - Donetsk and Luhansk regions. 

7. Make it possible for repair brigades to come to damaged settlements in the Donbass region in order to repair and rebuild social facilities and life-supporting infrastructure and help the region to prepare for the winter."

Nato-Russian military agreements remain unchanged - Merkel

BERLIN, Sept 3 (KUNA) -- As the Nato summit is set to kick off in Wales tomorrow, German Chancellor Angela Merkel stressed that the Nato-Russian military agreements will remain unchanged, curbing any rising fears between Russia and Nato due to the Ukrainian crisis.

In a press statement on Wednesday, Merkel said "the Nato-Russian Military agreements will be intact."
   However, she reassured the Baltics (Estonia, Latvia and Lithuania) which have been anxious about Russia's aggression in Ukraine that the Nato will have a stepped-up response to Russia.
   Nato-Russian relations started in 1991 where many pacts were signed between the NATO military and Russia.

In 2002, the Russia-NATO council was created to handle security issues and joint projects. Cooperation between Russia and NATO now develops in several main sectors: fighting terrorism, military cooperation, cooperation on Afghanistan, industrial cooperation, non-proliferation, and others. MOSCOW, September 01. /ITAR-TASS/. Russian Foreign Minister Sergei Lavrov on Monday called NATO’s permanent plans in favour of enlarging to the east and closely advancing to the Russian borders “absolutely provocative”.

“We are consistent in pursuing our strategic initiative put forth by the Russian president - to create an economic, humanitarian and security space from Lisbon to Vladivostok,” Lavrov said at a meeting with MGIMO students and professors.

“These are many issues related to confrontation between different parts of Europe and different parts of Eurasia, and NATO’s provocative plans in favour of eastward expansion and the Alliance’s military presence close to the Russian borders,” he said.

“The common security space and equal and indivisible when everybody feels comfortable - NATO, the CSTO members, and those not intend to join any alliances, the so-called neutral countries, in compliance with their laws. These are Ukraine and Moldova,” Lavrov said.

Some West countries call for denunciation of Russia-NATO Founding Act

“When everybody feels comfortable it may be easy to solve many problems that lead to bloody clashes today. This is unreal in Europe of the 21st century. Unfortunately, it happens,” he said.

“It is necessary to give up attempts to admit privileges for the Alliance members. It is necessary to stop saying security can be ensured only inside the Alliance and if you are not a member, we’ll run risks and tests. This is out-of-date logic. Unfortunately, our partners cannot overcome it,” Lavrov said.

“We call on them to look at the situation reasonably and honestly, over the Cold War stereotypes and show political will in order to stop accusations and start searching for agreement and balance of interests,” he said.

NATO’s ‘Military Hysteria’ Forcing Moscow Response – Russian Official

NATO’s increased military activities in Eastern Europe is a threat to Russia and is forcing Moscow to come up with reciprocal measures in order to protect itself, Russian Public Chamber deputy secretary Sergei Ordzhonikidze told RIA Novosti on Tuesday.

“When NATO troops are approaching our borders, of course, we develop a plan … It is a threat when troops are being stationed next to your border. I recall NATO’s commitment not to expand the bloc’s territory eastward … All that remains to us is to somehow oppose this expansion of NATO,” Ordzhonikidze said.

He added that the arms race never really stopped, but assumed different forms.

“I remember Churchill’s words that one has to be armed, not to wage war, but to negotiate from the position of strength. And it has never gone, everyone has acted according to this principle,” the official noted.

He also branded NATO’s actions “military hysteria” and explained they are based on allegations of Russian military presence in Ukraine. “But every time we are being accused, they do not show any evidence. This is unfounded,” Ordzhonikidze said.

Earlier on Tuesday, Russian Security Council deputy secretary Mikhail Popov told RIA Novosti Russia is going to make amendments to its military doctrine triggered by geopolitical factors, including NATO’s activities next to Russian borders and the situation in Ukraine.

Russian President Vladimir Putin has approved plans for creating super-heavy rockets, Deputy Prime Minister Dmitry Rogozin said.

“Today, (Russia's space agency) Roscosmos' plans to begin the work on a super-heavy rocket were voiced at the presidential level for the first time,” Rogozin said, adding that on all previous occasions there were mostly informal conversations and discussions.

“In principle, one can say today that Putin gave a go-ahead to the beginning of this work,” Rogozin said.

This means, he explained, that after finalizing the entire family of the Angara rockets of light, medium and heavy class, Russian designers will focus on creating a rocket capable of carrying a fundamentally different payload.

“Not seven, fifteen or even twenty five tons, but 120-150 tons,” Rogozin said.

Against this background, the plans for building a launch pad for the Angara rocket of the heavy class remained unchanged.

“However, some of Roscosmos’s ideas of reducing the number of launch pads might let us use some money to start building a launch pad for a super heavy rocket,” Rogozin speculated. He believes that it must be done without delay, because finalizing the project, securing its approval by the president and government and building the rocket itself would take a while.

“We shall be obliged to come close to creating this class of rockets immediately after 2020,” Rogozin said. “This would confirm Russia’s dominating role in matters related to the creation of a heavy class rocket and a return all the very best that there was in Soviet society. While discussing Vostochny space site-related issues, the president in fact supported this idea related with the federal space program."
