Cypriot President Comes to Moscow: Russia’s Growing Presence in Mediterranean

On February 25, Russia and Cyprus signed an agreement on military-technical cooperation during the Cypriot President Nicos Anastasiades’ official visit to Russia. In particular, it envisages the use of airports and seaports of the Republic by Russian warplanes and warships in humanitarian operations and emergencies, as well as anti-terrorist operations.

The Russian Air Force will use the air base Andreas Papandreou, along with the international airport of Paphos in the southwest of the island. The Russian Navy will be able to permanently use the base of Limassol, the port bordering on the British air base of Akrotiri, which serves NATO operations and is also an important hub in the electronic military surveillance system of the alliance. Limasol has already hosted Russian warships starting from 2013, including those participating in the operation to eliminate Syrian chemical weapons and taking part in the Aden Gulf mission off the coast of Somalia. Now the port calls will be made on regular basis according to legally established procedures.

The military agreement is of special importance as sea bed gas deposits have been recently discovered in the eastern Mediterranean. Russia is to take part in the exploration and production process. Israel (which has flatly refused to joint anti-Russia sanctions), Lebanon, Cyprus, Turkey and Syria are all interested in the project and have corresponding security concerns to address.

For Russia, this is just the latest news of a budding military alliance. Over the year, Russia has been increasing its military cooperation with non-NATO members, including China, India, North Korea and Iran. But the Mediterranean region has acquired special importance recently.

On February 3, Greece’s Defence Minister and outspoken “Eurosceptic” Panos Kammenos announced that he was invited to Moscow to meet his Russian counterpart Sergei Shoigu in the near future with the concrete date to be fixed soon. Greece is a NATO member, an organization that perceives Russia as a potential threat. Still, Athens and Moscow appear to be on the way to forming an alliance. On Feb.3, Kammenos met with the Russian Ambassador to Greece. “The discussion with the ambassador of Russia, Mr. Maslov, was also about the pending agreements between the Ministries of National Defence of Greece and Russia, the capabilities of a strategic cooperation, the organisation of the year of Greek-Russian friendship in 2016 which will take place in Greece and in Russia. I received an invitation by Russia’s Minister of Defence to visit Moscow within the next period of time,” Kammenos wrote on the Ministry of Defense website. The new Greek government has on occasion been openly critical of both the EU and NATO. Greece has come under harsh criticism from some European partners over its stance towards Russia at a time of escalating tension over Ukraine. 

On February 10, Russia and Egypt signed several agreements to reinforce military and economic ties. The agreements capped a two-day visit by Russian President Vladimir Putin.

The use of naval faculty, most probably in Alexandria, by Russian ships is an issue on the agenda. Russian Foreign Minister Sergey Lavrov mentioned such a possibility in his interview to Russian newspaper Rossiyskaya Gazeta.

As the Libya’s branch of the self-proclaimed Islamic State beheaded Egyptians in mid-February, Russia’s President Vladimir Putin sent a message of condolence to his Egyptian counterpart and reiterated that “Russia is ready for the closest cooperation with Egypt in fighting all forms of terrorist threat”. Vitaly Churkin, permanent representative of Russia in the U.N. Security Council,doesn’t exclude Russia’s participation in the international coalition in Libya. (3) Russian Foreign Minister Sergey Lavrov in a telephone conversation with his Egyptian counterpart Sameh Shoukry on February 16 confirmed Moscow’s readiness to act in concert with Cairo in the issues of counteracting terrorism threat.

Thus the possibility of Russia’s involvement in the international efforts to counter the radical organization is no longer ephemeral, but a real one. The Islamic State-connected forces in Libya have intensified their activities recently. The group has its people among boat refugees going to Italian shore (just 350 km to cross). It’s not without reason this country calls for an international effort to intervene in Libya.

Italian PM Matteo Renzi will visit Moscow in early March. Russia’s joining the international coalition against the Islamic State is on the agenda. Italy wants Russia to take part. The EU-imposed anti-Russia sanctions are hardly timely and helpful for the dialogue on the hot issue.

In theory Russia’s contribution could be of great value without exaggeration. Moscow could provide intelligence information and personnel training and arms supplies, especially as the internationally recognized Libyan government asked the UN for military aid. Russia has a group of ships in the Mediterranean which could carry out the mission of patrolling the Libyan shore to prevent illegal weapons supplies to terrorists.

There is something very important Russia has already done in concrete terms. On February 12, the UN Security Council adopted Resolution 2199 on curbing the revenues that terrorist groups in Syria and Iraq are getting from trade in oil and oil products. The document includes provisions aimed at curbing other sources of terrorist incomes, including the smuggling of precious metals, antiquities and cultural values from Iraq and Syria. The draft resolution was initiated by the Russian Federation and was co-sponsored by over 50 states. Russia hopes that all members of the international community will strictly abide by the provisions of the resolution with the international cooperation carried out on the basis of international legal standards.

The visit of Cypriot President has proven again that the affirmations about Russia being internationally isolated hold no water - it’s nothing but idle talk. To the contrary, Russia’s foreign policy has achieved important successes recently, take President Putin’s visit to Hungary of February 16-17 or the visit to Egypt on February 9-10, to name a few. Russia has a very important role to play in providing security in the Mediterranean and the Middle East. Anyone who is impartial can see that the situation creep makes its role ever more critical for tackling the burning problems of the region spreading to Europe and involving the USA. This is the time for intensive and constructive dialogue, not sanctions war.

Putin Warns Kiev Against Blaming Territory Losses in Donbas on Russia

MOSCOW (Sputnik) — Russian President Vladimir Putin cautioned the Ukrainian government on Monday against laying the blame for its military defeats in southeastern Ukraine on Russia's doorstep.

"It is extremely bad that they are both trying to justify their defeat and blame Russia for it. But the worst thing is that they are trying to take a stand-off between Ukraine and Russia to a higher level," Putin said in a televised show.

This comment comes amid increased accusations from Kiev, and also from the West, that Russia has been aiding militias in Ukraine' southeast to make territorial gains, specifically around a strategic rail hub of Debaltseve. The town was a hotly contested area for days before armed forces there encircled and trapped Ukrainian troops last week.

Russian President also said he believed that the conflict in southeastern Ukraine would gradually de-escalate once the warring parties there committed themselves to the Minsk peace plan.

"If Minsk accords are implemented, I believe that the situation [in Ukraine] will gradually normalize," Putin said.

He stressed that Europe and Russia were equally interested in a peaceful resolution of the Ukrainian crisis.

"No one needs a conflict on the edge of Europe, especially an armed one," Putin added.

He noted that there was no need for a third round of Minsk talks on Ukrainian peace yet, and urged to focus on implementation of the February 12 ceasefire deal.

"There is no need for this yet – for any urgent measures to be taken – because these Minsk agreements, they are not just a document that was outlined by four negotiators in the Minsk process, meaning Ukraine, Russia, France and Germany, they are enshrined in a UN Security Council resolution and have become an act of international law that has been effectively endorsed by the entire international community," the president said.

The Minsk accords were agreed on in Belarus earlier this month. According to a 13-point peace plan, the warring parties in eastern Ukraine agreed to cease fire and pull heavy artillery out of the firing distance to create a wide buffer zone. Both sides have since accused each other of breaching the truce.

 

Rosoboronexport: Russia to fulfill $15 bln weapons export plan in 2015 despite sanctions

ABU DHABI, February 22. /TASS/. Russia will fulfill its weapons export plan worth about $15 billion this year, despite western sanctions, state-run arms trader Rosoboronexport Chief Anatoly Isaikin said on Sunday

"The plan for the export of armaments worth about $15 billion this year will undoubtedly be fulfilled," Isaikin said at the IDEX-2015 International Defense Exhibition in Abu Dhabi.

"We outperformed our planned indicators under the program of military output deliveries last year and we’ll fulfill this year’s program as well," he said.

Russian President Vladimir Putin earlier said Russia had exported military hardware worth over $15 billion in 2014. He added that Russia had signed new contracts worth almost $14 billion.

Russia’s armaments exports in 2013 hit a record $15.7 billion in 2013 while new contracts worth $18 billion were added to its portfolio of orders.

The Russian exposition at the IDEX-2015 exhibition was organized by state-run hi-tech corporation Rostec.

Russian defense companies that are part of Rostec have brought over 700 exhibits to the Abu Dhabi defense show, including a full-scale specimen of the Khrizantema self-propelled anti-tank system and the export version of the Ratnik "future soldier" individual combat gear, which will be featured for the first time at the IDEX-2015 defense exhibition.

Other plans

Russia’s biggest arms trader, Rosoboronexport, said on Sunday it plans to increase considerably its portfolio of orders thanks to clients in the Middle East in the next three to five years.

"In the next three to five years, if we exert proper effort, we will supplement considerably our portfolio of orders in the United Arab Emirates and countries of this region," Sergei Goreslavsky, Rosoboronexport’s deputy director general, said at the IDEX-2015 exhibition.

He said the region’s market accounted for about a third of the company’s entire exports. "Naturally, there are the Indian and Chinese markets that also account for a considerable share. There are also markets of Latin America and Africa. The top priority task for us is to promote Russian hardware on these markets," he noted.

Russian Kalashnikov Concern to Produce Drones – Company’s CEO

ABU DHABI (Sputnik) — Russian Kalashnikov Concern decided to create a joint venture producing unmanned aerial vehicles (UAV), the company’s CEO Alexey Krivoruchko said Sunday at International Defense Exhibition IDEX 2015 in Abu Dhabi.

“We made a decision to purchase a share and to create a joint venture to produce reconnaissance unmanned aerial vehicles on the basis of Kalashnikov Concern and Russian company ZALA Aero,” Krivoruchko said.

Kalashnikov UAVs will be used for border control, reconnaissance and special missions, he added. The companies are also planning development and production of UAVs for the purposes of monitoring emergency situations and dangerous objects, geodetic research in harsh climate conditions.

The concern will also produce landing crafts, search and rescue and pleasure boats under Kalashnikov brand, Krivoruchko said. Those boats will be used for anti-piracy and counter-terrorism missions, unprepared beach landing operations, search and rescue missions.

Kalashnikov Concern, founded in 1807, is one of the largest companies in weapons manufacturing field. The company's best known product is the Kalashnikov assault rifle, used in service of over 100 countries.

The concern supplies its products to 27 countries around the world, including the United States, the United Kingdom, Germany, Norway, Italy and Canada.

Russia draft resolution to fight terrorism in Libya

Sputnik – Russia considers the draft resolution on fight against terrorism in Libya an important initiative and is ready to work constructively on it, Russia's envoy to the United Nations said Thursday.

The draft resolution was submitted to the UN Security Council by Jordan on Wednesday.

"I think it's a serious resolution, it's an important initiative. And I assured the Jordanian delegation and other members of the Security Council that we are prepared to work constructively," Vitaly Churkin said.

The draft resolution envisages the cancellation of the arms deliveries embargo imposed on Libya. Churkin noted that it was important to make sure that weapons supplied to Libya did not spread elsewhere outside the country.

UN envoy to Libya Bernardino Leon said earlier in the day that he sought to facilitate the formation of the government of national unity in Libya to speed up the cessation of hostilities.

"There is some hope that [Leon] can accomplish a unity government within a short period of time. If that were to happen, that in itself would be a very important achievement," Churkin said.

The Russian envoy noted that the delivery of weapons to Libya alone would not resolve the situation entirely, as the issue of terrorism remained and required heightened attention from the international community.

Earlier in the day, Libyan Foreign Minister Mohammed Dairi urged the international community to assist the country in fighting terrorism and arming the country's troops.

Libya is currently facing the worst wave of violence since the beginning of the 2011 civil war. Internationally recognized authorities are fighting numerous militias. The embargo on arms supplies to Libya was imposed in 2011 over violence against civilian population during protests against the country's long-time leader Muammar Gaddafi.

Hezbollah intervention in Syria legitimate: Russian ambassador to Lebanon

BEIRUT: Hezbollah's intervention in the Syrian conflict where it is fighting alongside government forces is legitimate, as long as foreign fighters are swelling the ranks of the opposition, Russian ambassador to Lebanon Alexander Zasypkin said in comments published Tuesday.

Separately, Zasypkin affirmed that a Russian arms deal for Lebanon is on the right track, according to a statement released by the office of former Prime Minister Saad Hariri after a meeting between the two.

“The party (Hezbollah) will remain engaged in the fight to aid the legitimate regime as long as fighters from dozens of countries are streaming into [Syria] to fight against the regime...,” Zasypkin said in an interview with daily newspaper An-Nahar.

“In such emergencies, the need is to focus on combating terrorism and fundamentalist, not stir strife,” Zasypkin added.

Asked about prospects of a political solution to the Syrian conflict in the near future, Zasypkin argued that chances have dimmed due to the situations in the region and internationally.

“The U.S. is taking advantage of the Ukrainian crisis to undermine Russia and this has reflected negatively on global issues and disrupted any settlements,” Zasypkin added.

The Russian envoy lauded Lebanese rival factions for their engagement to conduct dialogue which he said “is strongly requested” to deal with “existing challenges and dangers.”

“Foreign countries support this dialogue, especially that it touches on not only Lebanese, but also regional issues, and I mean primarily combating terrorism and extremism,” An-Nahar quoted him as saying.

Hezbollah and the Future Movement launched talks in December aimed at easing sectarian tensions exacerbated by the Syrian conflict, while preparations are underway to have a similar dialogue between Christian rivals, the Lebanese Forces and the Free Patriotic Movement.

“We want the most suitable president for Lebanon,” Zasypkin said, noting that settling the presidential stalemate is linked to all Lebanese factions, not only Christians.

A statement released by Hariri's media office said Zasypkin commended the ex-premier and Future Movement leader for engaging in dialogue with Hezbollah, and reassured him that a Russian arms deal for Lebanon was on track.

“We are in continuous contact with Mr. Hariri on political dialogue as well as reinforcing the capacities of the Lebanese Army and security agencies,” the statement quoted Zasypkin as saying.

He said the meeting with Hariri focused on the implementation of bilateral contracts for supplying Lebanon with Russian weapons, refuting allegations that Hariri was seeking to disrupt or delay the delivery of the arms.

“Work is underway to complete the arms deal for Lebanon and we expect tangible results that would benefit the Lebanese state (soon),” Zasypkin said.

Lebanon is seeking to buy Russian weapons from a $1 billion Saudi grant to Lebanon.

BUDAPEST (Sputnik) — There is no chance of reviving the South Stream pipeline construction project after Moscow was not allowed to implement it, Russian President Vladimir Putin has stressed.

"We have not abandoned the South Stream project, we were not allowed to implement it. There are some details, which are known for a long time now, but, I guess, I should say it again. In April last year the European parliament made a decision in accordance to which the South Stream was considered unpromising, and even harmful for the European Union. After this, the European Commission sent a letter to Bulgaria, urging [it] to stop all the preparatory work," Putin said Tuesday.

Putin Says Russia Not to Give up Cooperation With Turkey on ‘Turkish Stream’ Construction

Speaking at a joint press conference with Hungarian Prime Minister Viktor Orban, Putin emphasized that Russia will not give up its cooperation with Turkey on the construction of the Turkish Stream pipeline, launched after the South Stream project was scrapped.

"There will be, of course, no return to the South Stream project in an earlier proposed form. We have agreed with the Turkish partners, and Turkey, after Germany, if my memory serves me right, is Gazprom's second-largest partner in Europe in our gas purchase volumes," Putin said.

The Russian president added, however, that Russia is ready to cooperate with the European Union on gas transit via the new pipeline, but everything depends on the European Commission.

"We are ready to go through Greece… We have no intentions to close anything, to cut ourselves from anyone, but it is the logistics question now – where it is more profitable, where it is more efficient. But this is if they will help us. If they will hinder, then it is not our choice, it is the decision of the European Commission, of our European partners," Putin stated, emphasizing that Russia cherishes its reputation of a reliable energy resources supplier to Europe and Hungary.

When commenting on Russian-Hungarian cooperation in the energy sector, Putin said that Moscow will give a positive response to Budapest's requests in this field after 2015, including with regard to the usage of gas storage facilities.

Speaking alongside Putin on Tuesday, the Hungarian prime minister said his country remains "fully committed" to continue investments despite the fact that South Stream has been scrapped.

Russia abandoned its years-old South Stream pipeline project that was to bring Russian natural gas across the Black Sea through Bulgaria, Serbia, Hungary and Slovenia to Italy and Austria last December, announcing a fallback plan to deliver the gas through Turkey.

Officers of the Russian Federal Security Service (FSB) in Crimea have seized caches of the Right Sector Ukrainian ultranationalist far-right movement that were designed for organization of mass riots, the head of the regional FSB department in Crimea and Sevastopol Viktor Palagin said Tuesday.

"Two caches that were prepared here for the Right Sector, for organization of mass disorders and opposition to power bodies, have been seized," Palagin said at an extended meeting of the Crimean prosecutor’s office’s board.

He said two caches with weapons and rounds of ammunition were confiscated in the city of Yalta. They had been prepared by officers of the Ukrainian Berkut special police department, who supported the Ukrainian side in spring 2014.

Su-34s, MiGs Begin Combat Exercises Over European Russia, Lake Ladoga

Over 50 Russian fighter jets will shoot live ammunition and launch guided missiles in combat environments as part of planned exercises that began on Tuesday in the northwest of the country, the head of the Western Military District's press service, Colonel Oleg Kochetkov announced.

"Planned exercises of fighter aviation of the Western Military District began today in fighter aviation regiments located in the Central and Northwestern Federal Districts," Kochetkov said.

Air defense and air force formations of the Western Military District will conduct the exercises, with pilots of Su-34, MiG-29SMT, MiG-31BM and various Su-27 modification fighter jets taking part.

He also noted that one of the main stages of the exercises will be the "Ladoga-2015" exercise, which will take place over Lake Ladoga, east of the outskirts St. Petersburg.

The planned exercises will take place until the end of the week. Over 50 fighter jet pilots will practice finding and destroying aerial targets, electronic launches of rockets and cooperation during any time of day.

India begins development of the Nirbhay subsonic cruise missile for the Su-30MKI

The Defence Research and Development Organization (DRDO) of the Ministry of Defence of India started work on developing an air-launched version of the Nirbhay subsonic cruise missile to arm the Su-30MKI. According to TASS, the press service of the organization announced that – “the launch from an aircraft will take place in March-April of this year”.

According to the missile’s creators, now they are working on integrating it with the fighter jet’s systems and developing the capability of launching from low altitudes, in order to minimize its visibility to radar.

At DRDO, they noted that the Nirbhay missile can use the Su-30MKI’s existing pylons that now carry the Brahmos missile. In the future, they are also considering using the Nirbhay missile to arm the light Indian fighter jets – the Tejas, but for this, the rocket will need to be “shortened” by about 25%.

The development of the Nirbhay began in 2007. According to experts, the missile has a high degree of accuracy and a range of up to 1,500 kilometers. Until now, only two test firings from the ground have been carried out.

The first launch of the Nirbhay on March 12, 2013 was recognized as “partially successful”. The rocket flew about 250 kilometers at a speed of Mach 0.7 / 805 kilometers per hour, after which it deviated from its programed course and had to be destroyed in the air. Nevertheless, the developers claimed that the missile had performed all basic tasks.

The second launch, on October 17, 2014, went smoothly as planned, and in accordance with the design parameters. The missile maintained its flight trajectory to within ten meters of the pre-set path. In total, the Nirbhay remained airborne for 70 minutes, flying more than 1,000 kilometers.

Russian Defense Minister to Visit Venezuela, Cuba, Nicaragua This Week

Sputnik — Russian Defense Minister Sergei Shoigu will depart on Wednesday for a three-day Latin American tour which includes visits to Venezuela, Cuba and Nicaragua, a Defense Ministry spokesman said Tuesday.

According to Maj. Gen. Igor Konashenkov, Shoigu will discuss military and military-technical cooperation with defense and state officials in these countries, and "exchange opinions on key issues of global and regional security."

Russia is actively pursuing defense cooperation with Latin American countries, which includes sales of weaponry, construction of naval maintenance and resupply facilities, as well as the occasional use of local airbases for landing of Russian strategic bombers on global patrol missions.

Rubezh

The new intercontinental missile RS-26 Rubezh is the latest development of the Russian defence industry. The missile is also known under the working name “Avangard”. The missile is solid-fuelled and is equipped with a separable warhead. Washington’s potential willingness to arm the Ukrainian military has elicited an unusually frank reaction from former Italian PM Mario Monti, who warned that Europe must not be viewed merely as “tool” of US global interests.

Recently speaking on private Italian broadcaster LA7, Monti warned that there was a definite risk of the conflict in Ukraine spilling over.

“For now it’s a limited war, but be careful, you [advocates of arming Ukraine] are creating among Europeans a climate of mistrust and mutual misunderstanding that could take us too far,” he said.

When asked how he felt about Washington’s recent proposal that it could send defensive lethal arms to the Ukrainian military, including anti-tank and anti-mortar systems, Monti said he believed such a move would prove “intolerable” to Russia.

“I believe that the United States does not always realize that Europe has its problems, and cannot be seen only as a tool of the global interests of the United States,” he said.

Monti also noted how the West had to make a choice in its decision to break with Russia, noting that it might be forced to pay a high cost while losing an ally “in containing terrorism.”

Long viewed as a technocratic leader and Brussels insider, Monti, who took over the reins from Silvio Berlusconi in 2011, has been a perennial voice of moderation in Europe.

His comments echo similar statements made by former French Prime minister Francois Fillon, who told public broadcaster France 5 on Sunday that the US was attempting to “unleash a war in Europe, which would end in catastrophe.”

Also on Saturday, former French President Nicolas Sarkozy said that Europe is part of “a common civilization with Russia,” saying they needed to avoid conflict on the continent.

“The interests of the Americans with the Russians are not the interests of Europe and Russia,” he said, adding that, “we do not want the revival of a Cold War between Europe and Russia.”

The leader of France’s rightwing National Front (FN), Marine Le Pen, similarly took Brussels to task for not forming a Ukraine policy that was independent from Washington’s position.

"European capitals do not have the wisdom to refuse to be dependent on US positions on Ukraine," Le Pen told French journalists on Sunday.

"Regarding Ukraine, we behave like American lackeys," she said, before warning that “the aim of the Americans is to start a war in Europe to push NATO to the Russian border."

President Putin may attend China’s celebrations of anti-Japanese war Victory Day — ambassador

BEIJING, February 10. /TASS/. Russian President Vladimir Putin could come to Beijing in early September to participate in the Chinese events marking the Victory Day in the anti-Japanese war, Russia’s Ambassador to China Andrey Denisov said on Tuesday.

"It is very important to say that September 3 will mark the 70th anniversary of the Chinese people’s victory in the anti-Japanese war. This event is as significant as May 9 [in Russia]," Denisov said.

"We expect that the leader of our state will take part in the victory celebrations," he said.

Moscow expects that other members of the Shanghai Cooperation Organization (SCO) will take an active part in the celebrations marking the Victory Day in the anti-Japanese war, Denisov went on to say.

Besides Russia and China, the SCO, a Eurasian political, economic and military organisation, founded in 2001, also includes Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

"Although at this time our chairmanship in the SCO will end, we hope that the Shanghai organization will take the most active part in the events related to the anniversary of the victory in the anti-Japanese war," the ambassador said.

The standing committee of China’s National People's Congress set September 3 as the Victory Day in the anti-Japanese war. On September 2, 1945, Japan formally surrendered to the Allies aboard the USS Missouri, officially ending World War II.

Chinese political scientists and historians have repeatedly said that this step comes amid attempts by some Japanese politicians to revise the results of World War II and deny the facts of aggression of the Japanese militarism in Asia.

MOSCOW (Sputnik) – Russian inspectors will conduct an observation flight over Greece under the Treaty on Open Skies on February 9-13, head of Russia's National Nuclear Risk Reduction Center has announced.

“Within the framework of the international Treaty on Open Skies a group of Russian inspectors plans to conduct an observation flight on a Russian Antonov An-30 aircraft over the territory of the Greek Republic," Sergei Ryzhkov said, adding that the flight will be carried out at a maximum range of 1,010 kilometers (about 628 miles).

Greek specialists on board the Russian aircraft will monitor the use of equipment and inspectors' adherence to the Treaty on Open Skies, according to Ryzhkov.

“The observation flight is being carried out in order to promote more openness and transparency in the military activity of the treaty’s member-states,” Ryzhkov explained.

This is the first observation flight that Russia will carry out this year under the Treaty on Open Skies, which has been in force since January 1, 2002.

The treaty, signed on March 24, 1992, in Helsinki, established a regime of unarmed aerial observation flights over the territories of its 34 member-states, which include the majority of NATO countries, Russia, Ukraine, Belarus, Georgia, Bosnia and Herzegovina, as well as Sweden and Finland.

Russian Mechanized Infantry Receives New Electronic Warfare System

Troops will train in electronic surveillance and electromagnetic suppression using the new Borisoglebsk-2V system, which is designed for battlefield deployment.

The newest Borisoglebsk-2V electronic warfare system has been received by the mechanized infantry formation stationed in the Republic of Buryatia, the head of the Eastern Military District's press service, Colonel Aleksandr Gordeyev announced on Monday.

"Representatives from the manufacturer are configuring the electronic equipment and will conduct personnel training," Gordeyev said.

In the near future, electronic warfare specialists will practice using the system in a variety of roles such as locating sources of electromagnetic emissions and suppressing enemy communications.

The Borisoglebsk-2V system consists of several electronic systems mounted on the MT-LB amphibious all-terrain armored vehicle. Unlike its predecessors, it has a wider range of frequencies accessible for electronic surveillance and suppression as well as faster frequency scanning. In addition, the system has improved software and a more efficient user interface, allowing the user to conveniently switch systems.

The Borisoglebsk-2V was first shipped to the Russian Army in 2014 and was tested during the Vostok-2014 training exercises. It is manufactured by JSC Sozvezdie, part of the United Industrial Corporation.

Russian Air Force And Navy To Receive 200 New Aircraft In 2015, More Than Most World Air Forces Have

Russia is proceeding with an ambitious plan to bolster its air force, at a time when its military aircraft are conducting more and more flights probing the air defenses of its neighbors and raising fears of a new Cold War. It will receive more than 200 new airplanes and helicopters this year, a staggeringly high number considering that most of the world's air forces have fewer warplanes than that in total.  Russia will also introduce in service this year the most advanced version of its highly capable Flanker fighter jet.

The plans are an integral part of the Kremlin's intention to moderize its entire armed forces.

“Under the framework of Defense Procurement and Acquisition program, the air force and naval aviation will receive 126 new military aircraft and 88 helicopters," said defense minister Sergei Shoigu during a conference call on Tuesday, as reported by Russian news site Sputnik. 

The defense minister made it clear that in 2015 the Russian air force’s modernization is a priority for the government. The minister said "the serviceability status (will incease) up to 67 percent," meaning that two out of three aircraft will be ready to fly at any one time. That is not an impressive number: for the U.S. Air Force, that rate was78 percent in 2013.

Shoygu also announced that the Russian air force will begin using the Su-35s Flanker multirole fighter jet in 2015. The twin-engine, single-seat fighter jet is undergoing tests, and “this year the new aircraft should enter service,” Shoygu said during the conference call

The aircraft, which will cost $85 million to buy at export price -- far cheaper than Western counterparts --  is considered to be a 4++ generation fighter, just short of the fifth-generation fighters, of which the United States' F-22 Raptor is the only operational example. However, Lockheed Martin’s F-35 is in the final stages of becoming operational; the U.S. Marine Corps version should launch in December 2015. Russia’s Sukhoi T-50 and China’s Chengdu J-20 and Shenyang J-31, also fifth-generation fighters -- defined by their use of stealth, or radar-evading features -- are all still in testing.

The modernization of the armed forces comes at a pivotal time for the Russian military, which is allegedly involved in assiting pro-Russian rebels in the East Ukraine war, claims NATO. Russia has denied the claim.

Shoigu also said last month that Russia will increase its military capabilities in Crimea, Kaliningrad and the Arctic region.

Lavrov met with NATO Secretary General Jens Stoltenberg on the sidelines of the Munich Security Conference to discuss the deterioration of relations between Russia and NATO in light of the Ukrainian crisis.

"NATO's course on strengthening its military potential and expanding its military presence and infrastructure on the alliance's 'eastern flank' as well as an increase in the number of exercises near the Russian borders creates additional tensions, provoke confrontation and undermine the whole system of Euro-Atlantic security," the Russian Foreign Ministry quoted Lavrov as saying.

The sides also discussed the current standoff between Kiev authorities and self-proclaimed Donetsk and Luhansk people's republics in eastern Ukraine.

"Lavrov stressed that NATO support of Kiev's military action in southern Ukraine hampers attempts to find a peaceful resolution of the deep domestic crisis in Ukraine," the ministry said.

NATO Secretary General Jens Stoltenberg at a meeting with Russian Foreign Minister Sergei Lavrov explained that all the measures taken by NATO are defensive and pledged to maintain an open channel of dialogue with Moscow.

"#NATO SG @jensstoltenberg after talks w/#Russia FM Lavrov: I explained all our measures are defensive. We keep channels of dialogue open," the alliance's spokesperson Oana Lungescu posted on her Twitter.

Stoltenberg and Russia's foreign policy chief held a meeting earlier on Saturday at the 51st Munich Security Conference, being held February 6-8.

On Thursday, the defense ministers of NATO member-states agreed on the creation of six new command and control posts in Bulgaria, Estonia, Latvia, Lithuania, Poland and Romania during a meeting in Brussels. The ministers also announced that NATO's Response Force would be increased from 13,000 to 30,000 people.

Russia's envoy to the alliance, Alexander Grushko said the decision "creates a great risk for Russia", primarily in the Baltics, which could become a region of "military confrontation."

MOSCOW (Sputnik) — The drop in global oil prices does not have a major impact on Russia's current Arctic exploration projects, Russian Energy Minister Alexander Novak said Friday.

"Current work on the Arctic shelf is little dependent on oil prices, because the main objective within the next few years is exploration works, drilling exploratory wells, prospecting boreholes and appraisal wells. These works can be carried out at any oil price," Novak said, in an interview with Rossiya-24 TV.

Novak also stated that over the next decade Arctic projects will be evaluated in an ongoing feasibility study.

His remarks came amid a period of active economic exploration by Russia of its northern territories, including oil and gas extraction in the Arctic, a region with large fuel reserves.

Since June 2014, oil prices have halved in price. In November 2014, crude prices sank even lower, after the Organization of the Petroleum Exporting Countries (OPEC) announced they would maintain current oil production levels.

Argentine Ambassador Warns Against Unilateral Sanctions on Russia

Sputnik — Unilateral sanctions are unlikely to have any positive effect and will only cause economic harm, Argentinian Ambassador in Moscow Pablo Anselmo Tettamanti told RIA Novosti, commenting on Western sanctions against Russia.

"Unilateral economic sanctions are never a solution, they can only do harm. You can never build on them to reach agreements. Therefore we hope this sanctions standoff won't last," Tettamanti said, adding he hoped a diplomatic way out of the Ukraine conflict will eventually be found.

He said the Argentine government shared the view of Russian Foreign Minister Sergei Lavrov, who recently urged foreign powers to stay out of the Ukrainian conflict and let the warring parties there work out a their own solution.

The diplomat also warned against using double standards in the Ukrainian peace process, especially regarding results of the Crimean referendum of March 2014, which led to Crimea's reunification with Russia.

"Argentina's stand on the situation in Ukraine has not changed since the very beginning [of the crisis]. We were very specific about our viewpoint and will urge to avoid double standards in international affairs, such as the Crimea referendum," Tettamanti said.

Argentine President Cristina Fernandez de Kirchner last March compared international support of the 2013 referendum in the disputed Falkland Islands with the West's rejection of the vote held in Ukraine's former Crimea republic in early 2014.

 

The majority of British citizens voted for the Falkland Islands to remain a British Overseas Territory. Argentina laid claim to the islands, which it calls the Malvinas, after inheriting them from the Spanish crown in 1767. Britain has occupied the islands since 1833.

Crimea's reunification with Russia has not been recognized by Western powers, despite the region's majority Russian population and long history as part of Russia. Around 90 percent of Crimeans voted last March to leave Ukraine for Russia.

Russia Should Intervene in Ukraine to Stop the War

We don't endorse this position. 

For one thing there is the matter of unforeseen consequences - including unwanted civilian deaths due to Russian arms and the potential for escalation. Besides the author does not even attempt to tackle the question of the costs to Russia.

However, it is interesting the case for Russian humanitarian intervention in East Ukraine in itself looks a lot better than justification for any western intervention of the kind.

It's a big leap for a writer in the West to advocate Russian military action in the Ukrainian republics of Donetsk and Lugansk. A stretch for sure. But, there is a sound case for it.

First is the nature of the warfare being conducted in the two republics. It started as a low level, small unit-type internal insurrection. However, after the Ukraine army was unable to take Slavyansk with this type of action, it switched to larger and larger caliber weapons - including aircraft and helicopter gunships. To make a long story short, the Ukraine army drove the separatist forces almost to the Russian border before they were defeated and forced to retreat to the approximate lines that they occupy today.

The problem with the Ukraine war is that it is essentially World War II type warfare without the air power. That essentially makes it like World War I warfare. A battle of attrition. Massive artillery replacing air power. Massive destruction and civilian casualties. Long bloody battles for meters that often get overturned by pointless counter attacks. No decisive battles or maneuvering. Just one layer of defence after another eating men and machines. A grizzly affair that has no end other than internal political revolt or foreign intervention. It's the latter I suggest is necessary.

Someone has to intervene militarily in this conflict to tear apart the two sides who have a blood lust for each other. Pure hatred that cannot be cured, and that must be dealt with by equally deadly force. Given that the conflict is happening on the border with Russia it is only logical that Russia should be the force to intervene.

One approach would be for Russia to declare a "hostilities free zone" in the republics of Donetsk and Lugansk. To back that declaration, Russia should position a large enough force to be militarily convincing on its border. Then, as a second step, Russia should impose air superiority over the area, engaging any artillery, from either side, that violates the hostilities free zone. Then, as the third step, Russia should move its ground forces into the two republics. Ukraine military units would be required to vacate the two republics. If they refused they would be engaged and neutralized. Separatist forces would be required to marshal their men and equipment at certain points within the republics. If they refused, a similar fate would await them as Ukrainian units that failed to comply.

Once the forces are separated, and order is restored, the international community would hold a referendum in the two republics to determine if they wish to remain in Ukraine or become their own country, or a part of Russia, or any combination thereof.

It's called peace-making, not peace-keeping. There is no other country better positioned to do it than Russia. There is no country with a greater interest, other than Ukraine itself, in the restoration of peace and order in Donetsk and Lugansk. Additionally, as a responsible member of the international community, it is Russia's responsibility to bring an end to the war crimes being conducted by both sides, although more so by Ukraine forces, in Donetsk and Lugansk.

Russia doesn't need anyone's permission to do this. Fact is, if it tried to get that permission it wouldn't be granted, and the bloody conflict will continue to consume tens of thousands of lives. It's real politik for a real situation. The West should butt out, and in effect mind its own business. The current situation comes as a direct result of the West interfering in Ukraine affairs to begin with. If you believe that the overthrow of the previous Ukraine president was just a spontaneous combustion of patriotic fervor, well, I have a bridge I'd like to sell you. Simply isn't true.

It's time to stop the insanity in Ukraine by peace-making. The geo-politics means the cleanup job is Russia's responsibility. Hopefully, that will mean less civilians, especially the children, will die in a modern day "Mad Max" war in Ukraine.
